I beg to differ with Mr. Noel Santos that educated people keep the cities clean but illiterates makes the city dirty. Quite a few months before, I had written what I have experienced in multiple occasions e.g. (1)people travelling in costly sedans throwing out burning cigarette buts, orange peels.banana peels, ice-cream cups/spoons/sticks, emptied fast-food/snacks packages etc. etc. (2) people travelling in 2AC/1AC class train disposing of left-overs/residuals in the wash basins, spoiled children diapers on food trays (awaiting removal by the catering vendors), etc. etc.I have also visited many slums,villages etc. - where (1)approach roads - although in a poor condition of repair but free from any kind of garbage, wastes etc. (2) inside and surroundings of the houses also likewise maintained. Although signs of materials 'not have' were overwhelming, I was overwhelmed by their 'education/culture' of their sereneness of cleanliness. My pride of education took a rear seat on their explanation for maintaining cleanliness - since they were poor, they had to ever beg to the Goddess Laxmi, and Goddess Laxmi deserts a place which is not tidy! Real education is not earning credentials from one or more university/institutions/academies - but how one thrives in a society and also makes others to thrive with hygienes and honour. more  
All the hawkers should get an easy and cheaper licence for the area earmarked with hours of working and with a condition that they will leave the area spik and span when they leave.Every such area should be under vigilance of a corporation employee, who will be considered ultimately responsible for cleanliness of that area. more  
Good way of making the already educated people work to keep the city clean, whereas the uneducated, illiterates who actually mess the city are enjoying the mess around them. There should be more field supervisors on rounds in the areas to keep control of cleanliness and they should be made accountable for the same. Most filthy site to travel by train in the early morning hours. more  
Statistics donot give the true picture.by just saying the it is cleaner than what it was three years ago conveys nothing . There has to be a physical examination by a nominated members of the local circles who should give a specific report on laid down parameters more
