Pollution in Delhi - how responsible are authorities

I had been fighting this menace almost for 11 years and all the times the Govt authorities had been lying about pollution. Unfortunately, the blame has been passed on the cars and transport vehicles. After protracted litigation and continued research I could find out that the CPCB does not monitor major sources of pollution caused by Diesel Locomotives, 10 Coal Based Power Plants around NCR, NHAI, NBCC and Aviation. The shocking part is that the CPCB has not put in place any mechanism till date to assess pollution caused by burning of about 43 lac liters of ATF around NCR. The stubble burning is nothing but hoax and farce. Citizens need to wake up and unite to fight this criminal neglect by Powers. The New Committee is another effort to create post retirement berth for more than two dozen babus. The reports by NEERI and IIT Kanpur are doctored. How do you trust that they do not sources of pollution. If they do not know then they are useless. more

Public participation should start at school level particularly govt. schools should engage students to control all type of pollution in their home and neighborhoods. Every now and then there are strikes by MCD staff due to non-regular salary payments. MCD should be merged with Delhi government for effective functioning in Delhi. more  
In the government there are bunch of clueless idiots expect nothing from them ! more  
Namaskar citizens of Delhi, as I beleive the reason for huge pollution in Delhi is winter itself. Reason being is that pollution is always there within atmosphere but as pollution contents are light in weight and huge cold air pressure pushes it down towards earth. So avoid thinking other reasons. In slum areas in Delhi the mcd do not pick the garbages door to door and people are not educated to manage wastes. They keep on burning that wastes in open places. If every household keep on burning wastes they it creates more pollution in environment. Solution to problem: People must be educated to manage waste and avoid burning. Joint operation should be done by mcd/ govt and public relationship for waste disposal. More trees should be grown in open places and streets and under metro lines link roads means every space should be filled with trees. Trees can provide healthy air and oxygen. So force govt to emppose this kind of structure otherwise keep on fighting for pollution till you die. more  
Some departments are good for nothing ,CPCB is one of them,in public interest Centre/State Govts should instruct them to work and show the difference or scrap such Govt departments. more  
YES THERE SHOULD BE AN EXPLANATION WHY THIS HAPPENS SEASONALLY AND NOT YEAR ROUND. It will be worth ahile to probe if there be any othe major source of polution during winter besides the the sources mentioned by the auther. As of now the seasonal spike in the pollution is due to the reasons popularly believed. more
