Garden at every apartment roof top

I had an another how about government should not any apartments map without gardens at their roof top roofs of societies are of no one at in most of the apartment no one is allowed to use that so i was thinking of it. should it done made compulsory ??? more

Better to improve awareness about roof garden or any other way to improve air quality, by launching best way like the cleanliness program ,which must be includes working workshop and show the benefits tangential and non tangential. Putting pressor on peoples to make compalsarry as Indian nature they will defying it more  
One more idea is having one plant , let's start with one , at every home no matter how small . more  
I have implemented one idea, to clean the nearby surroundings by myself. After that people have started keeping dust bins. Earlier there was garbage at the road side , now you can see plants and clean roads more
