Even S. C. orders on rising pollution are ignored

There was a direction by the Hon'ble Supreme court that bursting of crackers would be between 5 and 10 PM. However there was bursting of crackers continuously after 10 .
It seems anybody can do anything at anytime here .There seems to be no law and order and also no semblance of an administration even in the National Capital

It is difficult to understand as to why the enforcement agencies are just not interested in complying with the orders of even none other than the Hon'ble Supreme Court . A routine round by the PCR Vans in each locality would have acted as a deterrant on the violators . But it looks no one is bothered . Should not the Supreme Court take up Suo motu cognizance of the non compliance and start the contempt of court proceedings against the highest authority in the administration. more

I find that the DDA's 75 Acre sized Ashoka Garden is blatantly violating the instructions for not burning the leaves. This is happening in spite of so much concern being raised about alarming pollution levels in city air . The leaves collected in the 5 compost pits are being burnt right under the nose of the park authorities. DPCC helpline started on the Whatsapp is just use less . For 24 hours there will be no indication of even reading the complaints I have sent complaints of burning of leaves with photographs to DPCC , delhi parks and garden Society, Vice Chairman DDA, LG's office who is chairman DDA, Commissioner Police , Delhi BJP MPs ,Local AAP MLA . This happens every year during these months when winter sets in . Last year in October I took it as a mission to keep sending the photos of burning of leaves happening in the Ashoka garden to all the above officials . But there is no effective action taken which may act as deterrent to this menace. more  
How unfortunate that even the orders of SC are treated as nothing. The SC of any country is the supreme power and its rulings cannot be ignored. Where is India? dreaming of Hi-Tech and investments from foreign countries. Organize the country first and have a desciplined system where the basics of a healthy envoirenment, infrastructure, law and order prevails ??? Anyone who brings money to India becomes a culprit from day one paying bribes to comfort the corrupt Ministers up to the Peons and thus leading to evassion of Taxes to run a parallel economy. more  
Yes, very rightly point out sir, the SC rulings are not being given the due respect and implementation that they need!...SC needs to take some tough actions, so that the govt. and its agencies understand the power and the gravity of not implementing its orders! The mindset of people at the root level of governance has been formed like this over the last 60 years of our independence, and has not been formed due to a particular party in power! It is the permanent nature of a govt. job, the system of no-accountability, the system of biased, corrupt, and weak political will to bring about changes in the system, that is the main culprit. It would not be right to blame a particular party which has rarely been in power, while absolving the other which has been in power for about 50 years! more  
Very right, the country and its functing is totally wastage based. There is no efficiency orineted working. Lot of talking but there is no implimentation of reforms and descipline. more  
Not asking courts to interfere but at least save their own prestige by ensuring that their orders are not contempted upon . After all court orders come with lot of investment of resource by way of their time and energy and also at the cost of other cases having been given lower priority. more
