Using Indian Army for Internal Policing jobs

We have been hearing a lot about the excesses of Indian Army jawans who are posted to insurgency hit areas like J&K and the North Eastern states. The media in India has played into the hands of those who want to blame the Army for every incident in these states. However, we cannot ignore the fact that there are genuine concerns about the conduct of Army in certain incidents in these states which need to be probed and guilty punished. Having said this, we have to ask these questions and find immediate solutions to it, to prevent any further malignment of our armed forces.
1. Why we deploy Indian Army to control insurgency in various parts of our country ?
2. When various Army chiefs repeatedly says that they have no interest to fight Indian citizens within our country, why our political system do not heed their advise?
3. When we know that the insurgency is a long drawn battle, why our system fails to find other solutions to this?
4. Army jawans are trained to kill enemies and not choose and fight or control mobs like normal police do.....still these killing machines are sent to battle insurgents who are mixed with local populations ....
5. Some TV channels are extremely harsh in criticizing the Armed forces without any thoughts or factual matters and most of the channels bring in some Experts from Pakistan also into the panel discussions who use the indian media to criticize our actions in J&K or other states..why govt. cannot ban such panel discussions which simply malign our armed forces ?

Some solutions
1. Increase the strength of para forces like CRPF or BSF and give them enough training like the Army gives its forces and equip them with sophisticated weapons and use them for fighting insurgents in states like J&K and North East giving them protection under the AFSPA act. Army should be left to partol our borders and ensure infiltration is reduced to great extend.

2. Don't send the Army to fight indian citizens anywhere within the country and create wide spread hatred against them, they are essentially a killing machine , best left to fight external enemies of our country. Give them respect for their difficult job and keep a well trained and highly capable army to fight our enemies.

3. Why our politicians didn't think of setting up a new para military or strengthening the existing forces like BSF and CRPF all these years is a mystery....if these forces have enough man power and are highly equipped and trained like the Army, these forces can take up the fight against militants within the country.
4. In countries like USA, even local police forces have their own SWAT teams and sniper teams so they can effectively deal with any situations on their own and are highly equipped with latest weapons and communication gadgets to give enough fire power , but our police forces are still in our 1950's as far as man power, training and weapons and communication systems are concerned. If we improve our police forces to a great extend, they will be capable of dealing with insurgents on their own. The example of Andhra Pradesh's Grey Hounds is an example that all police forces in various states can copy......they successfully controlled the naxalites to a great extend within Andhra Pradesh..

4. The only way to protect the dignity of our armed forces is to take them out of internal policing jobs and comprehensively modernize our state police forces....the central government must make mandatory the modernization of state police forces and if any state fails to do it, they should be prohibited from getting any central grants for various schemes in their states....the assistance to various schemes must be linked to the quick and effective police reforms in states....

5. Finally, the center has to create a specialized para military force or make any of the existing forces like CRPF, CISF or BSF exclusively to to fight militants , give them enough man power, train them in jungle and urban warfare, equip them with state of the art weapons, night vision devices and communication equipment and make them really capable of taking on any type of militants.

Its high time to do some serious thinking and reform measures on fighting insurgency within our country. more  

The simple thing the government can do is to stop using Indian Army to fight against various militant organizations within the country.....this will avoid the civilian - army conflict...agree that Army must change its behaviour towards the civilians , but that is easier said than done, so its better to leave them to do what they are supposed to do. What is astonishing is that why our governments cannot reform the state police forces, make our para military forces more competent and enable them to take up the challenges faced by the country in our internal security problems ? Most of the state police forces are in such pathetic condition that they cannot even fight robbers, forget well armed militants ! more  
Army comes into the picture because, they are the only competent force to tackle with such situations. Let the paramiitary forces come up to the level of ARMY, in terms of fitness, training, competency etc. Then only the army can be spared from such ugly situations more  
In the army the word "Discipline " comes first. Ask any army personnel he too will accept the same but with a distorted view. According to him discipline means respecting the commanding officer and all the senior positions. But it has nothing to do with public behavior in a civilian society. They show their true colours when in public. This is gross failure of our trainers in the army. Who simply assure them full protection against any activity in the public on timely information. This has resulted in force people disgusted behaviour in the public who often get entangled in public brawls and even get away as we civilians do not often know how to bring them to books sometimes in ignorance and at other times in awe i.e. not sure of any action against them. Such things came to light in Kolkata when a truck load of army jawans snatched a Jawan arrested by police from the police station itself. If I allow my child to be a rowdy, sooner or later he will churn out of my control and will be entangled in activities not conducive for civilized life. The same is applicable to our forces. Dear Suresh Kumar ji, You are quite right in your opinion to avoid using the army for civilian disturbances. But one thing is for sure that everything is not well in the army. Have you ever travelled with the army people, it is the only instance when you get to exchange views of army people. It is the only window to learn what's happening inside our forces. No doubt they are the brute force and fight for us at the borders but at the same time they have to be well tamed to be any real use too. They get exposed when tackling civil problems. It is not bad to occasionally test them with civilian duty to tackle internal disorders . Now why do I insist in exchanging views with the army cadets or jawans is that you get an insight into the mental health of this brute force. Their public demeanour reveals a lot. Sometimes I think they are totally misfit to mingle in public. It often appears that if they were asked to travel in the coach allotted especially to them would have been better. The public is slowly and surely losing faith in them. Even you are addressing them as killer machines. As far as I know the commandos are addressed as killer machines. And they are largely like that too. But they too are under the control of some superior in the hierarchy and cannot do things like Rambo of Hollywood fame.
