Theft/dacoity in the Train

Last two three weeks, we are reading in the news papers about theft in the long distance trains during nights. The new modus operandi is that the culprits enter reserved compartments in the night and spray Chloroform on the face of sleeping passengers, and walk away with their money and gold.
Long distance trains have Railway Policemen on duty at nights, and also a TTE is on duty. We do not see these policemen except for one round they make around 8.00 p.m. Once tickets are checked, the TTE also vanishes.
Such thefts cannot happen without the concurrence of the Policemen on duty. Unless the Railways make the policemen accountable for any theft that takes place during their duty time, with stringent disciplinary action, the situation will not improve.
Till courts start awarding compensation from the Railways to the affected passengers, Railways will not wake up. more

1. To eliminate theft, first of all the railway police and train staff should be more vigilant. They should guard the compartment instead of sleeping somewhere and in case of such incidences, they should be made responsible. 2. Introduce bar-code system for luggage (as in Air service) and identify the luggage. Make a system for checking the luggage at the railway station exist. 3. Stop entry of non reserved passengers to reserved compartments. Allow only in case of a persons travelling together with single ticket and one confirmed another not confirmed. Now even the TTE takes pocket money any allots his seat to a passenger who is without reservation. Introduce CCTV in trains (its not a very costly affair now). 4. Introduce double Decker compartments (AC / non-AC) for short distance (say ~500 kms) and discourage using sleeper coaches for short distance. This will not only increase the satisfaction of long / short travelling passengers, but also increase the revenue of railways. more  
The list may be made ready at least one day in advance.I.e one day prior to the departure of the train. Provision of lower berths for senior cotizens more  
First of all, we have to make railways a closed system. Only passengers should be allowed to enter the platform after security & ticket check. All trains should have automatic doors which closes 30 secs before departure and opens only after the train has come to a halt. CCTVs can be installed. This will stop most of the problem - 1. unauthorised person cannot enter the station 2. No one can enter the train once the train is in motion 3. No one can detrain once it is enroute. So anyone planning to loot also has to get through the station after all checks & even if he manages a loot, the next station RPF can be alerted to round up the criminals. more  
Further, the issuing staff member's name and signatures should be on the ticket to catch the black sheep more  
To root out touts, like a visa, every ticket should have the photograph of the traveler, at least the photograph of the primary member or the one who booked the ticket. ID for all the family members should of course be shown while ticket checking. more
