Swachh Bharat will not be accomplished like this!!!

This happened in S8 of Raptisagar Express (12511) yesterday, during the last three hours of its journey. For the unfamiliar this train starts from Gorakhpur junction and takes about 3 plus days to reach Thiruvananthapuram otherwise known as Trivandrum in Kerala. This train consistently used to dirty and almost all window borders reddened with dried spit paint. Many of the coaches looked like trash cans and stinks. Needless to say the state of the so called Bio - Toilets. I avoid if possible except when I have to reach Trivandrum early from Alappuzha.

Now coming to the point, I started from Ambalappuzha which is a small station in Kerala right after Alappuzha (Alleppy -a popular tourist destination) and it takes about 3 hours to reach final station which is Trivandrum central. There was a huge amount of trash consisted of plastic bottles, paper, food wraps, food wastes inside the coach. After about half the journey the cleaning person came and collected all the trash near the door( Pic 1). To my surprise he started throwing out everything out the door and some of it was going to the adjacent paddy fields (Video 1). I asked him why he hadn't cleaned it before at some station and suitably and appropriately disposed it, he simply replied that there are no enough cleaning people in the train. The coaches were also lacking a waste disposal cans or bags. Looking at his hurry I felt he wanted to look everything clean before the final station where his supervisor may come.
Now questions are 1) Is this the way he was trained or instructed- Who has given authority to him to pollute outside?
2) Why there were no trash cans inside the trains
3) Does the responsibility of TTEs ends with ticket examination? more

Well written with evidence. If the govt sets an example, by keeping its institutions/facilities, like public transport, trains, railway stations, bus termini, offices clean, the public would be conscious and respond in equal measure. To give an example, Calcutta city was not known for its cleanliness. Yet, when three decades ago, the metro was introduced, the admn and the public maintained the stations and the compartments spotlessly clean. No littering, spitting in the station premises. One does not know, whether they are so now. This applies to Delhi metro as well; but step out of the station complex, cleanliness outside depended upon the locality. It is often found, toilets were built, without making provision for adequate supply of water. Then how can they be kept clean? In the busy railway stations the toilet facilities are inadequate. Example: the prestigious stations like Churchgate and VT, in Bombay. While lakhs of people use them every day, the number of toilets as well as the space provided is totally inadequate. On the other hand there are luxurious toilets in the airports. The needs of the common man get little attention from the govt agencies. more
Good that you have highlighted this dirty practice of throwing rubbish by the sanitation contractors on to the railway tracks. This happens on many routes. If CCTV cameras are installed, the culprit contractors can be booked and fined heavily. If no action is taken by the supervisory staff by ignoring it, they can also be booked for dereiiction of duty. more
Very pained to see. Instead of pushing out the wastes from running train, the sweepers may have collected them with a bag and leave the  bag at the next  station from where it could be dumped  the proper place.. The Railway may  have engaged contract laborers at selected stations for the purpose..  We can see see some groups   engage in waste collection from out streets and residence areas and they segregate the wastes and dispose them with  old markets and earn some things.  Authorities like local bodies must identify them and  provide hygienic materials and also good remunerative price for their collection .These people are already in this field and  have practical experience .All they wanted is :we must honor them with price and praise.. This is due to sluggish policy makers. No monitoring system. As if , They don't know that , we Indians are not honest to our work. No one would read these reports & comments too. Some check points in soft form (electronic feedback) needs to be implemented for each service to public. Failures and wrong practices must have heavy penalties, many times to the earning from that work. The action taken be publicised widely to creat an atmosphere to generate discipline among public servents, and so, among public also. more
