RPF Functioning - Inputs on Solutions

Below are the Key Issues and Root Causes as highlighted by you in regards to the current state of RPF Functioning.

Please review them and help identify specific solutions for them. Post this, we will put together a comprehensive whitepaper for the Railway Minister and Board so key actions can be taken.

Railway Protection Force (RPF) Functioning– Root Causes:

1. There is no check over the RPF
2. RPF personnel are physically unfit
3. RPF has very little accountability
4. Lack of strategic deployment planning by the top brass
5. Lack of an effective complaint redressal mechanism against the RPF
6. Lack of surveillance inside trains and on platforms
7. RPF lacks modern equipment
8. Their image has become negative over the years
9. RPF still runs by the old rules and regulations
10. They make money by taking bribes from unauthorised travellers and vendors
11. RPF has a lot of discretion vested in them
12. The number of people that visit stations is very high
13. RPF goes through rough working conditions
14. Even the RPF jawans themselves do not understand what their KRA’s are
15. RPF jawans are not trained to face public
16. RPF is not well paid
17. Low recognition from Government/Public


Railway Protection Force (RPF) Functioning - Key Issues

1. Travellers are afraid that RPF will catch them for no reason
2. RPF is very lazy
3. Corruption runs into the ranks
4. They collect bribes from people selling inside trains
5. RPF is nowhere to be seen when required
6. They don't prevent unauthorized people from entering coaches
7. They are unable to prevent most thefts
8. Some RPF jawans board the train and sleep peacefully
9. RPF is not well equipped to handle situation in a moving train
10. They use their powers to threaten passengers
11. RPF soldiers don’t even patrol the platform
12. Train robberies happen even after RPF being present
13. They capture seats in the general compartment and ask the public to stand
14. There is no RPF helpline number which could be called in case of emergency
15. The number of RPF personnel deployed and visible is small as compared to the need more

There should be minimum 5 RPF in each train including local pasanger trains. Must have designed coach for them so that, people should not run to search them at imergency. RPF should have power to check tickets at railway entry gates. more  
Duties of RPF could be divided under two heads: A. Duties related to AMENITIES: !. Ascertaining availability of required facilities like fans, lights, air conditioning, clean toilets, clean blankets, bed sheets and pillows, water, supply of hygienic food and snacks, etc. both in stations and in moving trains. 2. Ascertaining availability of sign boards and display boards at appropriate places in the stations and trains. (As of now most of the platforms in many of the stations do not have even the name of the station in readable format displayed at the proper places for the passengers to recognize the approaching stations and prepare to alight.) 3. Supervision over the maintenance and up keeping of these facilities. B. Duties related to the STAFF: 1. Receiving complaints from passengers on specified helpline numbers and and attending to them with respect to the staff entrusted with the work of providing the facilities listed in A both in stations and in moving trains. 2. Initiating disciplinary action on the staff of Railways and the staff of contractors executing the various works for the railways. more  
RPF personnel should be made more responsible for thorough checking in running trains. Especially, during night hours un-authorized persons are making their way into reserved compartments. Any complaint regarding loss of property of the passengers should be taken up immediately. The mobile numbers of the RPF can be displayed in the coaches so that they can be alerted by the passengers in the event of any attempt of theft or burglary. more  
whether it may be possible that in event of any criminal complaint on running train could be sent by sms or mobile and RPF may come as early as possible on that running train to take complaint and any relief if may provide on the running train itself, without saying that the complaint is not in their area of jurisdiction and that the complainant is bound to approach for that specific post of jurisdiction where the incident occured. more  
RPF office is generally twds the end of sration and if station is big it is difficult to locate their office. more
