Referendum on Sterlite in Thoothukudi

Protest against Sterlite copper project in Tamil Nadu, which resulted in violence and the subsequent decision to close down the unit by the state government has been widely reported all over the world and has caused concern amongst the investors.

In recent times, number of industrial projects , nuclear power plants and infrastructure schemes have been blocked in India due to public protests and demonstrations, due to one reason or the other. While as per the regulations, public hearing must be conducted before providing approval for such projects, most of such public hearings are attended by one or two hundred people, who cannot be considered as the representative gathering.

Such problem of projects being blocked have become too frequent in Tamil Nadu , with almost every project now being objected by those who claim themselves to be environmental activists or fringe groups.

Neutrino project in Tamil Nadu which is an advanced research project of great futuristic importance and which was strongly recommended by Dr. A.P.J.Abdul Kalam, a much respected scientist and former President of India, is now facing uncertainty , as protest has been organized by a group of people. So many other projects like natural gas pipeline project from Kerala to Tamil Nadu, gas exploration project at Neduvasal , port project at Colachal in Kanyakumari district have all come to a standstill due to protests and demonstrations..

The copper project of Sterlite industry in Tuticorin has now stopped operations due to sustained public protest and demonstration by a group of people, which finally resulted in violence and unfortunate death of some innocent people, who happened to be part of the violent demonstration.

In the case of Sterlite, the Vedanta group which is running the project has repeatedly claimed that they have not violated any regulations. There are around 3000 persons working in the factory premises. Number of employees in the company are living in the housing quarters very near the factory premises and several thousands of people are indirectly employed for carrying out various activities. Behind each one of the employee/worker, there should be a family of atleast three to four persons. None of these persons have complained about any uneasiness or problems due to the operations of Sterlite copper project.

As a matter of fact , the employees took out a procession and gave representation to the government that the Sterlite factory should not be closed. Obviously, in taking the final decision by the government to close the unit, the views of the employees, who are as much residents of Tuticorin as anybody else, have not been given any importance and they have not even been called for any discussions by the Tamil Nadu Pollution Control Board or the officials in the government.

It is also a fact that there have been sustained campaign against the project and number of persons living in and around Tuticorin region want the factory to be closed.

While the government of Tamil Nadu has taken a decision to close the unit, it is necessary to recognize that there are divergent views on the matter with both appreciation and criticism for the decision taken by the government.

In such circumstances, the ideal method to take decision regarding the fate of any industrial infrastructure project is to ascertain the views of the public in an organized ,systematic and complete way , where everyone will have the opportunity to state the views , so that the final decision can be taken in a fair manner.

It needs to be kept in view that in a place like Tuticorin with population of several lakhs, while a few thousand people came out and demonstrated in public, there are lakhs of people who have not participated in this exercise. What is the view of the people who have not participated ? Should such vital decisions to close down the unit with thousands of crore of rupees be taken on the basis of some protestors creating a law and order situation ?

There are instances in the world where fair decisions have been taken on the basis of referendum in a democratic way on various issues. For example, the decision not to join Brexit was taken by England on the basis of referendum. The recent decision in Ireland to permit abortion has also been taken on the basis of referendum.

Is not referendum to ascertain the views of the people before taking decisions In the case of industrial and infrastructure projects, facing objections from some quarters, a fair , dignified, civilized and only way of arriving at decision that none can dispute?

It is only by some vested interests and enemy countries to de stabilise indian economy.most of the tamil parties and some leading dravidian parties have taken money and are doing it . they dont bather about the growth of our country in industry..naxalites have joined this forum and have done some henious crimes inviting for shootout . It is the pity that the secret service of intelligence is totallybroken down by the dravidian parties.so this has grown upto tis level.Hightime it is controlled.by centre and state govts. Your write up is totally from one side - Living in Chennai with protected atmosphere and giving solutions are always easier. Your views are biased and not correct. Pls. read the statistics of development of TN VS other States. People are more knowledgeable and not like olden days you can dump what ever you want. Our hard earned money being sucked from us by the way of GST/ Income Tax/ Property Tax/ water Tax/ Road tax/ toll charges and being sponsored to all the governance - to take care of our whole society not a small group of people. If the administration & all the rules followed correctly - People are not object. Be fair and make noice or Voice after checking that what ever protested projects are worth and why all these environment damaging projects to us. more  
Certainly he is fair and till date i have not seen or interviewed by any Television Channels the people who are working in Vedanta or beneficiaries indirectly benefited by Vedanta.
I fully endorse the view for referendum. 28 5 2018 Dear NSV Ji, India has a constitution and a world class legal system. Sterlite case is in HC / SC and is sub judice. There is no provision for such stupid referendums as proposed by you in India's constitution. TNPCB and NGT will argue the case & people of Tuticorin can join too and sterlite will make a defense. And the Courts will decide. For your kind information professional protesters against Sterlite , KKNPP etc were financed by a 3rd country mafia thru a front company in Hongkong and in turn the funds routed thru Malayasia and to Tuticorin . Referendum is a good idea. We should educate the people about referendum and unlike Assembly, Lok Sabha elections , all stake holders should be encouraged to participate in the referendum. Full particulars, details must be provided to people well in advance. more  
Some 'rejected" politicians , some instigated by selfish interests, some claiming to be 'sole repeesentatves' of Tamils ' some religious elements, few cinema persons having nothing more to give , make these of agitations their livlihood. These persons should be dealt with an iron hand or Tamil Nadu will not prosper. more
