Productivity of Railways - Inputs on Issues

Dear Friends:

Many of you through your various posts have highlighted the low productivity in Indian Railways.

To bring it all together, we request each one of you to highlight the inefficiencies/low productivity in Indian Railways that you have experienced.

Once we have listed the Issues, we will review the Root Causes and Solutions to these issues and submit the whitepaper with key actionable items to Indian Railways.

1.Corruption will always be the first point heading most issues. 50% of remedy lies there.2. Effective leadership is another key parameter. The departmental jobs can be outsourced periodically to deliver efficient and effective results and the salaries be cut proportionately for the said period of all the concerned employees from top to bottom. A warning to that effect may be given in advance as a deterrant to any extreme steps.It has to be reviewed and revived as and when the desired effectiveness is achieved. Apart from strict punitive actions there should also be rewards and points for ggood performances per work basis. 3. Working hours should be strictly followed. Apart from the running staff none are on their seats during working hours 50% of the time. Vigilance, vigilance and vigilance necessary here.4.Replacing old less efficient rakes is a slow process in itself because of the high cost but it can be begun. more  
The resources at disposal should be utilized to the fullest. A work culture in all the employees (including officers) should be developed. A system based on performance of each & every employee should be developed to Award them each month. more  
To increase productivity of Railways, the assets and resources available at its disposal can be put to optimum utilization. 1. Optical Cable network, lying along the railway tracks can be hired to telecom operators. Also, telecom towers can be installed at regulars intervals to serve communication needs of the railways and its tracking systems. Additional bandwidth can be put to sale to generate additional revenue. 2. Land space along the traction can be hired for laying optical fiber cables by private operators with stringent conditions so that tracks are not affected. This will also add additional income to the Indian Railways. 3. Unused land assets can be leased out to govt/private agencies to generate additional Revenue. 4. Goods Transport. Railways can tie up with road/air/sea transport agencies for undertaking end-to-end goods transport. For example, if a person wants to transport his goods, he can be able to book the same at the nearest Railway parcel office to a destination where there is no presence of IR. This is possible by tie up with land/air/sea transport agencies for effecting delivery of the goods. The customer need not run form transporter to transporter for transporting his goods. more  
Train schedules are to be optimised. Example if a service from Bhubaneswar to Delhi (1.5day) with half day waiting, total 2+2=4 days for TO and FRO, three racks of trains can well make 5 trips a week, two racks can make 3 trips. Any number of trips less than that is a national waste. This optimisation is very well done in South central rail and not by East coast and other Eastern railways. more  
The effective utilisation of train services to avoid route conjestion, like all train routes to Delhi are over loaded, but still some trains to delhi run with 10 to 12 bogies instead of 24. more
