I am also inclined to agree with some of the views expressed by Shri K C Rana. I quite agree with him that Vigilance dept. keeps loopholes in investigation report so that conviction is avoided. There is hardly any Govt. or Public Sector executive dismissed for any CORRUPTION charges. All the Govt. and Vigilance executives get their salaries with periodical increase, as a result of PAY COMMISSIONs, whether they perform or not. This has to be stopped. There has to be unbiased and recorded assessment of performance of each employee by a computer program that cannot be edited or modified by any body
(including President of India). Such a record shall give annual report of each employee, decide on annual increment, continuation in service, promotion, transfer, dismissal etc.
This is possible with total computerisation and suitable programs. Working of IT industry could be helpful.
Also, as many as possible, the Depts. should be self sustaining. Vigilance Dept. should not be under the Head of establishment for which Vigilance Dept. is formed. It is better that it should be a separate entity altogether and it must justify its existence. i.e. They should be able to find cases and effect punishment to collect revenue enough to pay for operation of the Dept. - salaries, rent and other Misc. expenses. There should be a review every alternate year to decide on strength of the department based on amount earned by the dept. This also should be done by a Computer program and no human interference.
The basis of recruitment for all positions should be demonstrated ability to serve people - owner of the Country and not only his/her ability to read, write and recite.
Every employee should be medically examined for all necessary parameters and should also undergo a medical Test on the lines of Armed forces and Police force every 5 years. Failure to qualify would automatically result in expulsion of the employee from the Roll.
Above modifications to the system are expected to give positive and perceptible results in two years from establishment of system. more

officers are State promotees/nominated. IAS/IPS
officers are generall neglected due to lack of fine
tuning with the State politicians. Due to corruption,
employees continue to be on the pay rolls till
even if they have become un-fit. Even Security
forces are not immnune to this malaise. There is
dire need to over haul the system of governance
on war footing. The rule of perform or perish should
apply to all from mantry to santry to ensure judicious
use of tax payers money. more
