No Cribbing, only solutions

hi All, Its a habit since beginning to crib for all the not so good things in life. We do the same for anything we don't like. But now its time to provide solution to your issues so that it can be resolved asap. Please suggest issues and solutions.
One from my side: We all know how filthy our trains, platform, tracks are. Its obvious, government can't clean all this. Only passengers have to reduce this. Government has requested people, placed dustbins but still its dirty.
Now solution,
1. To save tracks, bio toilet is a great thing. its already started, lets put that in all trains.
2. To stop passengers throwing stuff from windows/ platforms, place bigger dustbins. Now placing dustbins doesn't enforce people to throw garbage in dustbins and hence, I propose to introduce fine system. Now question is how will it be monitored? Who will do that? how much of workforce will be needed to monitor? Solution to which is, Give the monitoring job to public itself. Click a pic/video of the person who is doing wrong and send it to cleaning Inspector( 2 per platform will be sufficient). Cleaning inspector will inspect the pic/video and fine ( say, Rs 100) to the guy who did wrong and return ( say, rs 20) to the guy who clicked the pic/video. Isn't that good enough for all of us to click pics of offenders? Yes, It is good!! Also, rest of the rs 80( 100-20) can be used for upgradation of railways. This will indeed change the shape of railways. Do let me know your thoughts on this. more

It is better to have railway board approved fines. the fine notices may be notified in stations on bill boards , notice boards and electronic board systems. Small fines are good to start with. Since the common man needs to be made accountable with a reasonable fine that he can pay. Say a notice board may state Rs 10.00 fine for throwing plastics.. Rs 20.00 for spitting on the ways, rs 50 for guthka spitting, rs 100 if caught smoking. the regulatory body may not be the police, but specially created railway oversight teams . No individual may be given the power to levy fine. it has to be by the oversight team. more  
There will be immense resistance to this. And scope for massive corruption. more  
First and Foremost check illegal purchasing of tickets by the touts and selling at higher prices. more

No, not even after 2-3 kms. Garbage should go in dustbins and should be cleared at major railway stations. we should aim for clean tracks throughout so that there are no rag pickers, cattle, dogs, rats. Tracks should be secured by barbed wires as it happens in western countries if we are really interested in running bullet trains safely. more
