Legal Advice needed.

I am a tenant of a building in Mumbai, for last 40 years. The Landlord does not stay in the building, He is not not spending any money for the Maintance of the building, presently Tenanats of the building are contributing for the Electricity ,water, security and sweeper etc.
for last few years he is incresing rent by 4%.,
I want to know as per rules of Mumbai mahapalica is it not Mandatory for the Lanlord to provide these facilities. What is the the provision about this in Rent control act.
Some expert please guide me. more

I presume there is no dearth of legal advisers in Mumbai who could give you better guidance on the points raised by you. Hence why are u wasting time by raising the issue in this forum! more  
I u paid as per said declaration then the question is u have any evidence that u paid that second thing u issued any notice to land lord? For More details Contact my no. 9968395311 more  
See ur lease or rent note paste copy of same for proper advice. more  
Recently Govt. of Maharashtra passed a bill in connection with Rent control act under which lord lord is permitted to increase the rent. As regards maintenance of building, same is to be done by land lord. Charges for water, electricity and other services are to be born by tenets as tenants are availing these services and they have to pay for the services. You go through the recent passed act to know more, same is available on Govt. site. more
