Once again, file your complaint to your nearest District Forum by post. If the DF does not entertain, file an appeal to the State Commission against the India Post. Still if the State Commission also does not entertain you, file in the National Commission at New Delhi. Of course, the procedure is lengthy but necessary to establish your bonafide demand by the judiciary. more
As per the rules of India Post:
In the event of loss of domestic speed post article or loss of its contents or damage to the contents, compensation shall be double the amount of composite speed post charges paid of Rs,1,000 whichever is less."
10. The liability of the post office is not contractual but statutory. The Post Office is the department of the Central Government and it is not a common carrier. Thus, the Central Government has undertaken the liability to pay compensation equal to the composite speed post charges paid by respondent No. 1, in case of delay in delivery of domestic speed postal articles beyond the norms determined by the Indian Post Office Rules.

I suggest you consult your legal friend and get the clarifications regarding your case; I am giving a citation of a case : https://indiankanoon.org/doc/196122901/; please read the same and get an idea about the process to be carried out by you;

Pl note that the liability of the department - India Post, is not contractual but statutory; the statue under which it is created shall apply in case of any infringements, specifically section 6 of Indian Post Office Act;

thus, In the event of loss of domestic speed post article or loss of its contents or damage to the contents, compensation shall be double the amount of composite speed post charges paid of Rs,1,000 whichever is less."

Now how to make the jackasses respond to your requests is purely dependent on the people who are warming their seats in the relevant branch of India Post; you say the department has refused to pay the compensation -- do you have an official communication from the department;
have you received the reason for rejecting your claim; if you have, please let us know the reason;

the department/has a portal for raising your issues relating to the services offered and their personnel: https://www.indiapost.gov.in/VAS/Pages/Content/ContactUs.aspx; please click on the option "Click here for Speed Post information, Complaints and tracking problems" and register your complaints;

Additionally pl go through the portal https://www.indiapost.gov.in/VAS/Pages/CustomerSupport/Guidelines-on-Complaints.aspx and be guided by the procedures described there in;
Please do not forget to claim interest for delay in the payment of the compensation; more
What is happening now a days is officials are not forwarding the issues to higher ups they are diluting within themselves. They are putting a deaf year to your claims however loud you cry. The best solution is depending upon the value of the articles you lost give a legal notice to the post master to your region. more
[1]Physical loss[2]Monetory costs involved[3]Documents-retrival through agencies was difficult/happened or nt happened.[4]Mental agony.
Differentiating such
we all know even private Blue dart or such also some times foundling on such parcels
even when insured some tender documents lost.
So considering all such go to your high court after assembling all facts
legal notices
and many such judgements awards you got as proff.
Keep chief superintendent of state as the respondent. more
Please take up case to Consumer court in an specified format with belief. You will get justice. Best of luck! more
