Handling of Personal and Anonymised Data of Citizens

At LocalCircles, we understand that no citizen has the time to read 20-100 page policy input documents released by Government bodies. As a result, we ensure, we read them, translate them into easy to answer questions for you and escalate your concerns and support to the Government so inclusive policies can be made. Last week, the Government released a draft of the digital health id that they want to create for citizens. Below is the survey report on the topic

It highlights how a digital health id is a good step with benefits but how it is also critical to protect people's information and if not done, can lead to major consequences.

What is health id? How do you define it? more  
I think this is the right time for Health reforms in India. When Covid-19 is around we have first hand data about where healthcare facilities are failing and where facilities are upto standard and where facilities need enhancements. GOI started National Health Authority back in 2013, but still it didn't see the light the way I would expect. At least now GOI wants to create a Health ID. This will solve many issues in healthcare management in India. My view is that it should help us as follows
1. Wherever we are using our health ID we should be able to continue our treatment.
2. Our past health data family history and medical history should now be used before the Doctor suggests use a new treatment for the current health condition.
3 As a citizen I would like to see multiple apps or softwares talking the same language as my health I'd is same. So irrespective of which software the healthcare facility uses I should be able to extract my health records and if required share with another Doctor for whatever reason I have.
4. This integrated health record of mine will give me the confidence that if I go to a private hospital they just can't do wrong diagnosis or prognosis for their benefit.
5. Government will get anonymised data of different health conditions that people in a particular area are having. So they can plan to help those people by providing right infrastructure and specialists.
6. Biggest example why we need to have this was the type of people who succumbed to COVID-19. Before its attack what was their health condition, environmental conditions, basic amenities they have. If we had an integrated healthcare system with all the metadata of the patients and their areas combined with civic data we could have avoided some of these deaths.
7. I think whoever is talking about protecting privacy data, please go through the IT standards that were approved by MoHFW in 2016. Those are international standards. The only missing link India wanted was having a regulatory authority which can audit all healthcare facilities and the services they provided to patients. Once that is there we will have the best healthcare system in the world. more
