Forming a Hindu Religious Institutional Trust

Dear Sir(s) / Madam(s),
Long ago my Great grandfather had donated some piece of land towards building SriRam/Sri Anjaneya Temple in my native village of Andhra Pradesh and also started constructing the temple on his own. And halfway, he got ill and bedridden and his sons had not taken care of it and my father and his brothers had followed their fathers' footsteps and neglected the temple. But recently, all the villagers formed a group, collected donations and renewed the temple and completed construction. Still the temple is not being maintained properly and it had become some sort of difficulty to run daily errands and samskaras in the temple. Now I had thought that since the temple is not officially registered as a Trust, no body is feeling secure to maintain / run the temple or nobody is donating. So since I am the rightful heir for my great grandfathers' legacy (and also since it is my duty), I thought of doing some sort of service to the temple. I had announced monthly 1500 rupees permanently during my life time towards the Saswatha DhoopDeepaNaivedyam and asked the village heads that I am ready to contribute even more monthly by joining as a Family Member Donor Trustee when the temple is registered as an authorised Hindu Religious Institutional Trust. So the village heads had put that duty on me to educate them how it is to be formed, procedures followed, number of members, how to select the members, donor trustees, trustees, President, Vice President, Secretary, Treasurer, etc., and also what are all the rules and regulations to be included in the trust deed to be followed by its members.
In this regard, I humbly request all the esteemed and experienced members of this circle to guide me and let me know the following :
1. How a Hindu Religious Institutional Trust is formed and under which authority (Please suggest me an alternative also so that the process will not be hindered or lagged by the procedures of Endowment Department of Andhra Pradesh)
2. Procedures to register the same officially (but not under Endowments Department of AP)
3. Who all should be members/Trustees and how to select them
4. What it is to be composed of
5. How many individuals should be there in a Trust
6. What are the Rules / regulations to be included in the memorandum for forming the trust

Request kindly help as elaborately as possible more

There is separate Registrar office for the Trust whether Religion Or Otherwise. You have to approach them with your application. They will provide you the Format for registration which also elaborate the requirement documents. Should you require any further info. there is also available the "Assistance" to the effect. more  
Chartered Accountants are the right people to know about the new laws..kindly do consult them also.. more  
I found below procedure. General Procedure for Registration of Trust under the Indian Trusts Act 1882 1. Before you register your trust you will need to decide the following: a) Name of the trust b) Address of the trust c) Objects of the trust(charitable or Religious) d) One settler of the trust e) Two trustees of the trust f) Property of the trust-movable or immovable property (normally a small amount of cash/cheque is given to be the initial property of the trust, in order to save on the stamp duty). 2. Prepare a Trust Deed on stamp paper of the requisite value (8% of the value of property of the trust in Delhi. The rate varies from state to state) 3. Requirement for registration of Trust Deed with the Local Registrar under the Indian Trusts Act, 1882: a) Trust Deed on stamp paper of requisite value (as stated on point no.2 above) b) One passport size photograph & copy of the proof of identity of the settler c) One passport size photograph & copy of the proof of identity of each of the two trustees. d) One passport size photograph & copy of the proof of identity of each of the two witnesses. e) Signature of settler on all the pages of the Trust Deed f) Witness by two persons on the Trust Deed. 4. Go to the local registrar & submit the Trust Deed, along with one Photocopy, for registration. The photocopy of the Deed should also contain the signature of settler on all the pages. At the time of registration, the settler & two witnesses are required to be personally present, alongwith their identity proof in the original. 5. The Registrar retains the photocopy & returns the original registered copy of the Trust Deed. more
