Improving Food in Railways (Issues, Root Causes, Solutions)


Issues Identified:

1. Oil used in food is smelly
2. Pantry car is in a very unhygienic condition
3. There are many insects running around in the pantry car
4. Food is served cold
5. Food trays are kept on the floor
6. Chapatis are under-cooked
7. Tea bags are sub-standard
8. Water bottles served with broken seals
9. Presentation is bad – trays are wet and dirty
10. Pantry boys don’t wear a uniform or gloves
11. Trains like Shatabdi and Rajdhani also serve sub-quality food
12. Utensils used are dirty
13. No proper place for food storage. Food trays kept on the floor
14. No way to provide feedback on food

Root Causes Identified:

1. Catering services are outsourced, no system for quality check
2. Contracts are usually taken by small time vendors/ businessmen who want to make maximum money during contact period
3. Food is prepared and served by novices
4. Lack of proper storage facilities the pantry car
5. No background check while choosing vendors
6. No sense of responsibility - they use substandard food ingredients to save more & more money
7. There is a corrupt nexus between the vendors and the officials
8. Mistakes of the food contractors and pantry boys are overlooked
9. Pantry boys fill the bottles with tap water and make money on them
10. Contractors not fined in case they don’t meet the required standards
11. No supervisor appointed to oversee the pantry operations
12. Pantry boys not educated on self -hygiene
13. Visitor entry allowed via pantry to different coaches – brings more dirt to the pantry car
14. Insufficient facilities to preserve huge quantity foods

Solutions Identified:

1. Standard dispensing machine should be installed for items like milk, cornflakes, coffee, tea etc.
2. Passengers should be able to pre-order from a fixed menu
3. Tough quality checks should be put in place for selecting food vendors
4. Menu cards and price list is to be displayed in the coaches
5. Food contractor's name and contact number, along with the concerned IRCTC supervisor's name and contact number are to be displayed in each bogie
6. Food contracts should be reviewed every quarter
7. The serving boys should necessarily wear a clean uniform and identity cards
8. Pantry boys should be trained on maintaining hygiene and cleanliness
9. CCTV should be installed in the pantry cars
10. The unauthorised vendors should not be allowed to enter the platforms
11. Regular surprise quality checks of the pantry should be done by senior officials
12. High penalty should be imposed on defaulter contractors
13. Contracts should be given to big and established vendors
14. An effective feedback mechanism should be set up
15. Railway officer must take action on any complaint within specified period of time
16. Pantry coach should be redesigned with modern facilities and amenities
17. Engaging Local Self Help Groups or NGOs for food outsourcing can improve the situation
18. Food vending machines should be installed in Trains
19. Regular feedback should be taken from passengers
20. A dedicated helpline for food related complaints should be set up more

Food quality not good any place of India in any trains. So Govt will appoint 3-4 Food vendor in every train and complain numbers will be clearly show on every train coaches regarding Food Security and Cleaning. more  
Let us find out best practices on this subject from other countries, and whether such practices suit us or not. more  
Quality of food has not been seen by me in any train. They think passengers are there to accept what they serve should be accepted. There is no competition for them and no one is there to supervise the quality and no one is answerable to our questions. This should be changed and passeners should be respected. more  
Enlist minimum three food vendors in each train and allow the travelling public to buy food from any of them. By creating a competition among the food vendors, the quality of the food served to the travelling public should improve. The only caution is that, the three vendors do not form a cartel to fleece the travelling public. One more suggestion is to allow, reputed food vendors to sell food in important stations. The Railways should charge reasonably less lease maount, with the condition that they serve good food to the travelling public at a reasonable rate. more  
In Rajdhani fruit jelly is served as dessert. Indian public do not eat fruit jelly and it should not be served in place of Dahi or ice cream more
