DRT order not followed by Bank, pls guide

I have a house in Delhi. I am owner and home loan by ICICI is in my name.
House is in possession of few occupants.
I have given letter to the bank to recover the NPA property at best value and give me rest of money. Its over two years.
Against SARFAESIA, occupant went to DRT 3 years back and gets stay, they didn't followed order to pay (which occupant states in DRT as third party that they will pay) and stay was vacated by DRT. This has happened thrice in last two years. Possession notice was pasted on property in June'16, again stay was taken by third party (occupant) but didn't pay as per order.
Last order was 3.5 months back by DRT Delhi 2 , but bank is not taking any action of possession etc.
I came to know they have been bribed.
Bank is not giving any information to me, I have written letters to MD office too but always get a response that they are following process and deny any action on whatever I request. They don't even reply to all points.
Occupant was trying to sell the house, I made a compliant to bank and they said occupant was trying to know the price, though occupant has themselves stated in a email reply that she was trying to sell.

Can you help/guide me to punish such bank officers and how to make it happen. This seems scam by such bank officers against the NPA schemes and efforts by Govt, they are playing against owner's wish and with public money. Its gross intentional negligence.
By not following DRT order, is this not contempt? since two years, is it not loss of service by avoiding and denying my requests, queries and charges? I'm under huge loss of money and mental tension.
I don't know why DRT is listening to applications by third party occupants, can they be removed from applications filed by them, matter should be between owner and bank?

I am with SS, that we want empowerment to ordinary people like us. In the present circumstance , if you go to higher court for justice, chances are that it may confirm lower court order.Judiciary has become corrupt to the core. more  
how can the occupant sell the house? Sounds strange more  
if they are violated , misconduct profession, CVC suppose to take initiative against judicial officer within time ... lawfully fight kijiye ... ye sach hai maine aankh se dekha hai agar aap paisa lete hue bhi dekh le , court forgery tampering ke khilaf aawaz bhi raise karate hai toh darate hai voice supressed karane ke liye.. lekin sach se mat dariye... supreme court mein achche judges hai nyay dete hai... more  
Yes,that is why we want empowerment to citizens,and participatory democracy.So that the Judiciary also hears and shares. more
