Delay in Possession of Apartment

I have booked an apartment with the agreed possession in Sep-2013. In the May-2015 called for pre-final inspection after that they have not called for final inspection and last month they have sent a letter for registration and payment of balance amounts. I replied to their letter with requesting for final inspection before registration. They have sent a demand notice for Holding charges from their letter of registration.
In our Agreement, if any late possession will happen after 6 months of expected possession date, they have to pay interest 10% on paid amounts. But in registration / Holding charges letter they have not considered the late possession charges. How to react / deal this issue.

"builder should call for Final inspection " is subject tot the terms and conditions of the Sale deed / Agreement to sale- Purchase. Over and above you may take the possession so to save time, efforts and money, and then lodge your complaint for the lack of services Or Breach of contractual terms not complied with. In case Builder does not rectify the same, you can approach to the Consumer form for compensation as well as Civil and criminal remedies - Subject to again - time, efforts and money, more  
Dear Koma=uravellui, Please refer to Economic time 22 04 2016, page no. 15, wherein there is an article appearing about fraudulent builders who cheated and/or cheats innocent flat buyers in different part of the country. In the article, some link has been given for buyers to report about their graveness. more  
I had purchased this apartment in Bangalore, Patel Realty India Pvt Ltd (PRIL), Smondo-3. Any Advocates / PRIL residents are in our circle to help me in Bangalore. I want know another one thing, whether before possession builder should call for Final inspection is mandatory or not? more
