Corruption in Railways - Issues

Dear Friends:

We have discussed this subject of TTE Corruption and Discretion in Railways.

With this post, the idea is to list all the other corruption related issues citizens have experienced within Railways. This includes various contracts related to procurement, servicing, operations in Railways.

Our objective is to understand all the issues, root cause them, find solutions to the problem and submit to Railways Ministry and if applicable any other sections of the Government for action.

Let us help Railways become more productive, efficient and transparent.

Just before Diwali, i travelled from new delhi to chennai. The TTR allowed a waitlist lady to take the seat of a man, who had confirmed ticket. In the night, that man was full dozed with country liquor, used abusive language for an hour or two. So i insisted the lady be moved out. In the morning, I found i lost a bag with some valuables. I had put in a complaint online, at Itarsi, the RPF came who could not manage, the accused (who gathered some more Chennaiwasis, presumably political workers, who are supposed to be travelling after some protest in Delhi or so. When i said, I am a GOvt. official, the mob used more filthy language and threatened me also. The RPF insisted that I give a written FIR, to take action on them. He was willing to lodge a FIR for theft, but not against the TTR for unauthorisedly allowing wait list person to travel, or the drunk person, who was misbehaving. So, i refused to give any type of FIR, because, the mob pyschology, with political stunt, was hilarious. So he called for some more police officers at Nagpur. By now, I had put in a complaint via SMS, so I told the RPF team to take the complaint number and pursue. The Nagpur police also, neither tried to ask for any change of the berth of the accused. They noted the complaint number and went off. My point is, why the TTR plays with such permutation, combination as if, the poeple going with confirmed ticket are not worth anything. Why, when the person with confirmed ticket indulged in verbal abuse and the whole bogi was bugged with the useless behaviour of the person, who was drunk, the RPF cannot take any action. In such cases, suomoto, when the person is drunk, the TTR should be empowered to ask the person to go out of the train, as drinking and travelling is a punishable crime. Moreover, the TTR, could have changed the seat of the person who was misbehaving. Is the rule of law, subordinate to any goons taking name of political power, should they be allowed to muster their power all round, especially when I told the TTR that I am travelling alone, and the miscreants were in large numbers. I am not able to retrieve any follow up action on the SMS complaint with scr.indianrailways.gov.in. When such complaint is lodged, there should be some mandatory communication back to the complainant as to the action taken on TTR, who is the cause in the matter. There should be a timelimit fixed for resolving such complaints. If the complainant is willing, they may be called to depose about the details, which may help them to nab such miscreants. I behieve such people are a group working with the support of TTR, insiders in Railways, a type of robbery racket in train. Because the lady was acting like disturbed person, moving freely all over the compartments. Such miscreants pose so, to avoid being caught and trapped. She was also talking nonsense. more

Dear Shri Rajendra Ji I have a suggestion that the RAC & waiting list be made automated in the sense that as the train departs from the originating station & then onwards each subsequent station, the passengers in RAC get an SMS about vacant berths in the train as per their RAC priority nos. That would minimize TTE's burden to locate any misallotment of vacant berths to passengers. Regret the delayed response. Srikanth more  
This discussion of corruption in railways would carry weight-age when every traveler is empowered.It could be a cctv, a strong functional communication via sms,app,etc with immediate verification and response system. He is a needy person so he tries to get things done by paying bribe. There should be proper channeled ways to address the problem of the needy traveler so he doesn't have to pay bribe. This is at the lowest level of tte's and booking clerks. But within the organization and its umpteen departments at umpteen divisions and stations there is corruption . It begins at the ministry. The greed level there is astronomically large.That needs to be managed there from the centre. more
