Corruption in Indian Railways - Inputs on Solutions

Corruption in Indian Railways – Root causes

1. Big demand and supply gap
2. Too much authority to the railway employees
3. Employees are lower paid as compared to the private sector
4. Workload is quite heavy
5. No timelines set for completion of work
6. Government policies are tedious to understand
7. People want their work to be done first and quickly
8. Pathetic customer feedback and redressal mechanism
9. Process of awarding contracts is mainly manual
10. No monitoring of the staff by seniors
11. Agents have access to VIP quota tickets due to their link ups with officials
12. Railway recruitment process is not computerised
13. Everyone wants their share of the pie when they can make it
14. Service providers become demoralized by interference from politicians and
resort to taking bribes
15. Employees feel unable to cope with the increased demands and expectations of consumers



Corruption in Railways – Issues

1. The nexus between agents and railways authorities
2. Corruption in awarding contracts for disposal of junk/scrap
3. Bribes are asked for leaking the bid price for food contracts
4. Huge corruption in goods transportation – you cannot transport goods/vehicles through railways without paying bribes
5. Corruption in supply of engineering spares/ material
6. Accounts Department does not release payment cheque without commission (bribe - generally a % of order amount)
7. Station Master takes HAFTA from all the venders and bends backwards for politicians and goons
8. No mechanism to check the parking contracts. Extra parking charges outside railway station
9. The pantry boys asks for the compulsory tips towards end of the journey
10. Agents charge up to 300% of the original price of a ticket to get you a confirmed ticket
11. Railway police taking installments from beggars and allow them to beg on railway stations
12. Major bribes asked for in the Railway recruitment process more

it is always a surprise - when the new rly minister assumes the office he starts new trains from his area to other parts of the country. while the routes on which there is a need to have more trains or every day train - the reason given is - rake is not available. for eg on Ahmedabad to Nagpur Prerna express once a week was introduced some 10 years back now today after many years the poor train runs for 3 days - we call it development or progress? It is pathetic that we always try to please some higher up- this is mental slavery - Let India come out of this slavery and every thing shall be fine. more  
Most of the corruption cases happens because of a demand supply gap and government monopoly. We may be remembering the days when we had to bribe the BSNL lineman for even attending regular maintenance. We need to open up railway operations to private parties. Without capacity creation, there is no way corruption can be rooted out. more  
If we do not get a ticket legally do no bribe. where is he question of asking tribe. initially we will be facing problems but in a longer run we can succeed more  
I alighted at 5.00 am at Panvel. The cleaning crew came in only at 7.30 am at peak time when the platform was teaming with passengers......? (Inconveniencing the passengers and done in a slip shod manner) Cleaning needs to be carried out keeping in mind the schedules of trains. Get professional contractors with proper cleaning equipment (for larger areas as in hotels and airports). Have hygiene police in uniform fining people on the spot those who litter/spit. (honest ones who do their jobs - cctv to monitor). Unfortunately all our stations, trains smell of pee! more  
For better utilization of the available berths, seat allocation should only be done on the last day when the reservation chart is issued. It will help to utilize seats/ berths on all intermediate stations and meet requirements of lower berths etc based on requirement of ladies/ Senior citizens. Confirmation of reservation can be done on booking. Something similar to AC First Class where berth/ coupe is allotted on the last day. more
