Corruption-Demanding of tips by attendant(s)

I am sharing one of the incident happened with one of my acquaintance. His experience is written down below
"I traveled from Kharagpur to Raipur on 28 Jan 2015 by HWH-Mumbai mail (seat A2 4) and came back by Ahmedabad - HWH express on 01 Feb 2015 at 11:05 pm (A1-28).
I had a unique experience that both the time I had to wait long for bedding from attendants and both the time just before reaching the station these attendants came begging for 'bakhsish' citing the reason that they are not paid sufficiently by contractor and they live on our tips. On asking what they did for us so that we give them tips, they told that they gave bedding and collected back. On asking why did they not support passengers in handling their luggage or setting up bedding? They just kept begging in the name of less payment from contractor.
It is plain emotional cheating by these people. They do not try to support passenger and rather harass them. On return journey, the attended opened his seat and blocked the way to gate when station was arriving and suggested to take another gate from another bogi effortlessly. Only on suggestion of complaint to railways, he cleared the path to exit.
I believe by giving free money for no extra service to such people is making them corrupt and we are receiving troubles in place of services for which we have already paid. This does not depend on whether the person is employed by govt. or contractor as this is our fault."

Ministry of Railway should take an action on it. more  

Maybe begging is dignified only in our country. Different names, different version but the motto is the same, right from peon to the top brass. Mera Bharat Mahaan. more  
We are still in the British-rule era where everything has to be achieved through begging. Train these staff, educate them and prepare them to earn their own respect. There is no work which is small or meagre. It is just our skewed attitude that creates this notional rift between people. more  
Demanding of tips by attendant(s) is a regular feature now a day...they come and ask for tip this menace should be stopped with immediate effect. more
