Chain Pulling in Trains - Inputs Needed

Some of you in your posts had brought up this subject as a concern and something that is frequently misused.
We would like to seek your views in a structured format. Kindly share what issues have you observed in regards to Chain Pulling.
Once we know the Issues, we will review Root Causes/Solutions. The objective would be to develop a system that can be enforced more effectively, discourages misuse and is functional during a real Emergency.

There's absolutely no point in pulling the chain when the train is in the middle of stations, less so in the middle of nowhere. In such a case, the chain-pull mechanism should be overriden and taken out of control, until the train reaches a place that can be serviced. Options of calling the guard or even the 'break glass in case of emergency' button can be used as alternatives. more

every bogie should have a railway employee in charge of all things in the bogie to take care of every thing and to keep good order. he should be able to catch the chain pulling culprits. more

After being caught for misusing chain pulling the culprit should be put behind bar on a non-bailable warrant, if the reason is not found adequate. more
