access to water tank is not permitted by 1st floor

we have two civil suit and three criminal between us, i am a ground floor resident & first floor resident's son is an advocate. since thursday the water supply to my home is disturbed and plumber after checking all connections wants to check overhead water tanks. the stairs are blocked by first floor by putting iron gates & repeated knocking, with two members of MC, of door is not fruitful as nobody came down to open door, surprisingly even dog is not barking.
complaint to commissioner police is launched on thursday night by e mail & to cc. DCP,ACP & local police station & on morning of friday as adviced, number 100 is dialed , police came but not able to get the door opened & on calling them on mobile by police the response came as we are not at home come by 4 pm, police left and then came again but door remains locked. yesterday i was told to contact I.O , but today on sunday the I O is not attending calls from my phone, by 6pm police came again and reported that first floor is not opening door and neither responding to door bell and also dog is also not barking, owner of the house is sitting at home as his scooter is parked there but not responding to door bells. the first floor owner is also a member of MC & president has refused to do anything as legal cases are there.

please advice what to do further so that water can be restored? more

Unfortunately Police do not involve RWA office bearers, whenever they want to work on the complaints of the member of the society. I am sure, with the help of RWA President, Police can easily solve your issues. more  
Advocate is also human being.Water is a need for all humans.We at UN have developed many societies all along nations for use of water as human right. Violation of human rights is a criminal intent. Ask him to talk. more  
This problem is very common in buildings with apartments/flats one above the other.. Some residents who have in coming water storage tanks for all floors in their compound or have overhead storage tanks on the common terrace just above them take undue advantage by such unlawful connections as well as extra constructions. They are just GOONDAS.The authorities hardly do any thing due to obvious reasons. Legal actions lingers on. The only way I can think is unity among the residents and together (RWA in case active) must take strongly with authorities going higher up and even staging dharnas, reporting to media, MLAs.MPs etc . Media is a strong mean to ensure action by authorities and elected representatives. more  
Call for Brigade and break open the door as water supply is a necessity. Disconnect his line and get yr connection directly. Yes , extreme situations require extreme actions. more
