CJI emotionally appealed for more judges. We respect his feeling . But ....... can he act by reducing holidays? His example of mathematics was good but it has TIME factor too.If 40 days summer holidays reduced... can it increase 8-10% output, without increasing manpower? Can this be tried? May 16, June first week Courts are closed. Only emergency courts do work, they too postpone decisions.

Whole country officially works except Schools, colleges, Judiciary . We should not compare US judiciary to INDIAN judiciary. Cricket matches too fetch plenty spectators in INDIA than anywhere. Why?

Suggestion is 1. Increase working time, by curbing holidays. Let us observe increase in case outputs. It must be 10% atleast? Then may be accountability.
POOR never gets justice. Is this seen by Law system? No , definitely no.Once Judiciary stops crying & takes responsibility , the society will support judiciary's demand of increasing manpower. We have low resources. Blaming govt is easy , but taking responsibility is difficult. more

Just consider few facts: 1. Out of total cases more than 50% + wherein the Govt. - Central or state is the Party. 2. Society are getting literate - wherein the members are more cautious about their rights BUT not the duties and responsibilities. 3. Corruption in Border séance is the cause which also contributes 50% by way that if One gets something for which the other is deprived, the Other knock the door for Justice, if he fails to obtain the same. 4. Discriminations in the same situation is also a good cause/reason for increase the litigations. 5. It is evident many times that Policy matters are unanswered BUT factually unimportant matters erupted due to media coverage. 6. More important to the procedure. 7. Natural, Social, Economical Justice sidelined due to urge of Procedure. 8. Last but not the least - Frequently changes in the Policy - Mainly due to the Political and execution - compels to go for Justice. All above and few more in similar lines are the main reasons wherein case piling increases. The inflow is more whereas the Outflow is restricted/limited - not coping with the situation. Increase in timing ONLY, will not help. more  
The then Rulers willfully created such situation. We need to refer S.C. finding " [1987] 4 SCC 609 : S.C. laid down the following guidelines for the exercise of the right under Article 32 :- { MOST IMPORTANT } 1.The Scope of Art. 226 is wider than Art.32 . The parties first seek relief in the High Court and should come to the Supreme Court in appal only . 2. Hearing of the case at the level of High Court is more convenient to the parties. It saves lot of time. 3. The High Court has its own tradition. They have eminent Judges, whose capacity should be utilised. 4. Every High Court has a good Bar. There eminent lawyers with wide experience, handle different kind of cases. They know history of every legislation in their Staate. 5. The Supreme Court has no time to decide cases pending before it for the last 10 to 15 years. With the present strength of Judges and will take more than 15 years to dispose of all pending cases . 6. If the cases are filed in the High Court the task of Supreme Court acting as an original court which is a time consuming can be avoided . 7. If cases which may be filed in the High Court are filed in this Court it would affect the initiative of the High Courts . We should preserve the dignity, majesty and efficiency of the High Courts. The taking over by this Court of the work of High Court may undermine the capacity and efficiency of the High Court and should be avoided. 8. The time saved by this Court by not entertaining the cases which may be filed before the High Courts can be utilised to dispose of old matters in which parties are crying for relief . more

Mr. Muthuswamy Narayanan I feel the same. But this is done purposely so that the judges do not have to finish the cases. It has become a fashion in the courts to keep on lingering with the cases instead of finishing them off. more  
My suggestions: The root-cause for delay is the sum of waiting times and not the time required to give justice, as it is made out to be. The root-cause of the problem for only hearing and not completing cases is not the time for processing a case – I mean the time for hearing arguments on either side and for the judge to apply his mind and deliver the judgment - but it is the sum of waiting times in the process of the justice delivery system. Unless this waiting time is reduced significantly, there is no way the time for delivering justice will come down. In this sense the process that goes on in courts is identical to the process that goes on in industry and institutions all over the world: It is the waiting time that is the key contributor to the delays and low throughput and not the process times. Here are a few suggestions for reducing the waiting times : Suggestion 1: When a judge in any court gives the next date for hearing, it should not be more than a week from the current date of hearing. There is no data or information on earth in today’s internet-connected world that cannot be collected and submitted to the court within one week. In case the judge decides to time the next hearing beyond a week, the judge should give a reason/justification for the extended period of time. I have often seen that the dates given at the smaller courts are at least one month later, and that too on the working day following the completion of one month from the current date and not even one working day earlier to the completion of one month! more
