In our colony builder at the time of selling flats promised amenities like community center, temple , club etc. however for past 10 years they are not able to fulfill any of the promises. what are the remedies available to the residents. more

First, form a residents' association if it does not already exists. How is the place being managed? Who is collecting the maintenance charges and providing services? If it is builder than that indicates to me that there is no local RWA. First step is to form it which can take up residents' issues collectively. Please keep in mind that the key office holders will have to be persons who are ready to spend their time and effort - if that is not there than there is no point in taking anything further.

Once RWA is formed, then issue clear notice to builder on RWA letterhead and attach copy of promises made. See if that gets things moving.

Subsequent step would be to take legal action in consumer court. more  
Issue a 15 days notice to fetch remedy and in case of failure file claim in consumer court for recovery penalty etc.

Take them to consumer court for fast redressal. Other option is for the Govt to take. Government should undertake a system wherein all builders submit their plan including the facilities they intend to offer to clients, which should be uploaded on the web site for everybody to know. The purchased should also get registered under the system. A fast redressal mechanism has to be built in the system. more  
An apex regulatory body to control Builder's activities is actively under consideration by the Govt. In the mean time, you can approach Consumer Forum and / or CCI to restrict the Builder and make him fulfill his commitments. more  
approach the RWA to take up the issue with the authorities. Civic amenities are to come up in a phased manner based on the occupation of the colony and this is a grey area exploited by the colonisers.
