Modify the Procedure for Filing a FIR
Every day we read in news papers how Police is refusing to file a FIR when a person goes to Police Station and is made to wait for a very long time. The only solution to Police refusing to lodge a FIR is to change the procedure as follows:-
1. A person who wishes to lodge a complaint should approach the Senior Most Police Officer's office i.e. Superintendent of Police or Commissioner of Police as the case may be, for filing of FIR. The senior officers should have an Officer on Special Duty (FIR) in their respective offices to attend to Public.
2. The Officer on Special Duty (FIR) should have an Assistant with knowledge of computers and a reasonable speed of typing on computer keyboard for data entry.
3. The FIR should be entered in the Computer so that it can be forwarded to concerned Police Station and a print out can be given to the person lodging the complaint.
4. Each FIR should be assigned a unique ID and it should be possible to check its Status online.
5. If the FIR is not registered as above then approach a Court.
6. The above procedure if adopted will result in saving the time and expenses of citizens and will result in faster investigation.
7. The instances of framing of innocent persons for harassment and/or extortion will also reduce. more

The immense problem is that there will be flood of FIRs. Please note that all the FIRs registered/filed have to be closed after its logical ends. Please note that police has option only up to the stage of registering of FIR after registering it they have to submit their report with either charge shet or challan as the case may be. Also the citizens are having lot of avenues in the contrary like 156(3). 200 Cr.P.C and except 154(3) because usually the SP or Commissioner will usually support the stand of non filing of FIR as a matter of routine. Therefore the idea of online FIR will spoil everything like the Cheque Return cases u/s 138 of NI Act. The 138 was intended for quick disposal and it is a summary proceedinds of say 3 months to 6 months and now see see what is the reality there?. There are such cases which are undisposed and pending for 8 -10 years. Shame to all concerned including mainly the litigant culprit and we cannot solely blame the magistrate. What they can do when there are many many cases in every days in and out?. BE mindful on the idea of online FIR. more

What Mr. SK Virmani says is right, make the FIR registration online where a copy is sent by default to exclusive team in the senior officers office of CP, DCP, ACP office along with the telephone number of the complainant, the concerned officer team from the CP, DCP and ACP can demand action report from the regional department where the case jurisdiction is as well call and confirm with the complainant. more

Good suggestion. I am just wondering if the facility is also given to citizens to file report online directly by the citizen too. Each and every report filed should be accounted with a unique number and the concerned staff be made fully accountable for any lapses. more
