Mental torture by SHO Taranagar

Sub: A painful and whole hearted appeal to you for physical harassment and mental torture by police officer at Taranagar

Dear Sir,

With reference to above, I have to inform you as under:

My Introduction:

I am a Non Resident (Parvashi Nagrik) of Taranagar (Rajasthan), aged 54 years, living in Delhi for last 30 years and I am a well qualified Fellow Chartered Accountant professionally empanelled for banking, Government and CAG Auditors in Delhi. I along with hundreds of other Taranagar Parvashi Nagriks are a part and a team of a Social Organization in Delhi called “Taranagar Vikas Association” which is working for the welfare and Development of Taranagar.
I usually visit my hometown Taranagar to see my quiet old and physically ailing parents aged 92 and 86 years old respectively, living at Taranagar and accordingly I was there from 2nd February to 7th February 2016.

My fate:

Today on 7th February at about 10.00 am, I was returning back to Delhi from Taranagar. I generally buy some Desi and ethnic vegetables like Onion, radish, carrot, cabbage etc. for Delhi. There are a lot of vegetable venders and Rehdi wallas stand on the both side of road at old bus stand and sale their products. I parked my car No. DL-8CH-7542 on a vacant side of road and was busy in buying some vegetables. In the meantime, the local SHO might have passed through the route and he noticed my car parked in improper way and accordingly directed his assistant to take necessary action against me. I being a law binding citizen have duly displayed my all phone numbers on the front windscreen of my car mentioning “Kindly phone on 9810768165 in case of any complaint against this car/driver”. His assistant seeing my numbers phoned me at 10.03 am (from his phone number 09413175572) and asked me to come at car as my car was not properly parked. I within 30 seconds reached the site and apologized for all inconvenience. He was very angry and stared abusing and accusing me continuously for 10 minutes and threatened me that he would teach a true lesion to Delhi wala for breaking the rules and would seize my car. I politely requested that I never break the traffic rules intentionally and the area where the car parked was neither the No Parking Zone nor prohibited area and still as the police thinks that the parking was not proper so they maximum could challan me for improper parking. Listening to this, he irritated and forcibly took my keys and drove the car to police station driving the car himself.

On reaching the police station, he asked me to show the papers of my car. I promptly showed him all the desired papers. Upon seeing the papers, he telephoned the SHO and narrated him about documents. The SHO directed the ASI to seize the car in any case by making a challan that “No papers were available with driver”. I told the ASI (Mr. Jitender Prasad) that I am on tour and how can I travel without having any document with me. He did not listen to me and forced me to mention my local address in challan instead of my permanent address of Delhi and to sign the above challan No.718498 (copy enclosed). When I refused to sign, he deflated the air of 2 tyres of my car and threatened me for more consequential effects if I still refuse to sign the challan. Being aggrieved, I approached the SHO (Mr. Sandeep Sharma) who was sitting in the garden of police station at Taranagar, and requested him to challan me for improper parking, fine me and let me leave for Delhi. I told him that I am a CA and a RSS Volunteer and do not break the law with intension. Listening to this, he rudely laughed at me and told me “so you are the Baap of Modi and now I (he) would not leave you and your car would be released by Court on 11th February”, the date he mentioned in the challan. In addition to this, he accused me personally, my character, dignity of my profession and the sincerity of my audit and chartered accountancy. He accused me that it seems that I conduct my audit work fraudulently and I am totally an insincere man. In this way he totally humiliated me, mentally tortured me which was not at all required. He told me that he would definitely teach me a lesion in such a way that no Delhi wala would break the law in future. No one can expect such inhuman behavior and humility from a police officer of duty.

When I ultimately bowed before him and prayed for mercy, he agreed that my car would be released but only after 1PM after conclusion of some REET exams in which all police team was busy and asked me to wait. I had no option but to wait. In the meantime, I requested him once again that he is a senior police officer conducting his duty and he does not have any enmity with me so he should honestly penalize me for my fault unintentionally committed by me and kindly do not frame false charges against me but in vein.

At last at 1.30pm one another staff (Mr. Mam Raj, I think) at police station called me and asked me to get photocopy of my Driving License, RC, Car Insurance, PUC etc. I told him that the documents are in car and the keys are with the ASI. He fetched the key from him and handed over to me to get these documents from car. When the documents were produced to him; he again told me to go again and bring 2 revenue stamps. Upon a lot of such exercise, ultimately my car was released at 2.30pm with a unwarranted fine of Rs. 400/-.(Receipt No. 0639273 dated 07-02-2016 enclosed).

Upon releasing of my car, I had no option but to drive the car with its 2 deflated tyres to nearest air filling station near to petrol pump and filled the air and drove to Delhi and thus reached Delhi at 9.00pm instead of my scheduled reaching time of 4pm. As I drove the car with improper air for 1 km at Taranagar, THE TYRES OF MY CAR WERE SEVERALLY DAMAGED. Thus the tour to my parents turned to be a nightmare experience for me and I totally despaired to see such cruelty, inhuman behavior of a Police officer to a civilized, tax paying, senior and a well qualified and reputed professional like me, particularly at my own village and my beloved State.

With all these unnecessary and unwarranted physical harassment, mental torture by a police officer of the rank of SHO, I felt highly insulted, deeply humiliated and hurted and could not rest. Upon reaching at Delhi at 9.00pm, I could not eat my food and could not sleep so I am writing you this letter at 10.30 pm at night just to cool my hurt and depression. Physical copy of all this shall be sent to you by tomorrow post

I do not have any hope for any corrective action form the Government or any officer of Rajasthan Government but if some remedial action is really taken by you, it would definitely heal my heart a bit.

Copy of seizure challan of my car, fine receipt, Toll Tax Receipt No. 701773/ 07-02-2016 at 6.17pm at Rohtak WHHPPL Toll Plaza is enclosed herewith in a proof of my travel and for your information.

You should not keep quiet. Raise this issue in every possible forum that you have access to just to ensure that it does not happen again. more  
If this is the level of high handedness of police to reasonably well off and educated citizens, we can imagine how these monsters treat the ordinary people. Hope the senior police officers take the SHO and the concerned other subordinates to task and apologize to the victim! But will it ever happen, is the million dollar question!! more

As usual IPF is silent, of course we can't have a white paper on this issue. Why is it so difficult to at least assure the issue will be looked into and an update be posted on it by IPF? Really I wonder if silence is building our confidence on the police or damaging it. more
