A detailed agreement can be executed between you and govt. defining the roles and responsibilities of each. Generally a Collaboration Agreement can do for the same. However, we note a contradiction in your details wherein you state that "now department want to do the job at our risk & cost at no fault of us". On one hand you state that at your risk and then you say at no fault of us. It cannot be both. In any case as stated earlier, the roles and responsibilities of each needs to be clearly mentioned in the agreement. For any further clarification you can contact me at 9873333171. more
It is prudent terms and conditions included in tender documents as well as in contract agreements to prevent frivolous bidders from subotaging tender process. If these terms are there I don't think you have any option. more
Who was to arrange the material. If department was to provide material you can file counter claim. 2) Who initiated the cancellation of contact. You may write me at: mrgmin@yahoo.com more

Hi.. Kamal, Yes .. it is true.... Unless you give full details of your case no one can solve, if it is so private for this you can call 9718317254 at your convenient time. more
read the tender again. It is usually a condition of the tender. If it is there, they can do it. Further they can also blacklist you. Be careful. It can also be there in the Purchase Order. more
