Garbage collection by municipal worker and tips

Why do we need to pay every month some amount (even though it is INR 30-50) to municipal garbage collector for collecting garbage from house?
a) Is government not paying any salary to them?
b) From how many houses each municipal garbage collector collects the garbage, how much is he collecting from each home and how much they are earning?
c) Is the amount collected from each individual house going to government or to the worker or to the corrupted government officials?

Similarly this will happen very commonly with gas collecting boys. more

tipping is not an issue, if one likes a person's sincere and honest service, I think one automatically feels like giving a tip at one's free will . But we should work towards stopping this act of demanding and showing acts of reckoning if their demands are not met with . We got to get together and sort this issue out more  
they are employed by a contractor,who is paid as per the govt. min. wages, he does not pay this amount but they sign for higher amounts & the poor suffer. If Modiji"s idea of digital payments are followed then they will get the correct wages. All said & done the system of tipping will continue. If you watch the debate on service charges of hotels, the hotels are not willing to give up this extra 10% in revenue,so also others. more

Paying tips culture should stop-on the other hand we should fight for payment of salaries to these workers for a dignified living. more
