Fire safety

Today’s fire in roof top restaurant/hotel in Mumbai killing 14 people has brought to light the laxity that exists in our law.
Mere giving notice is not sufficient by municipal corporations.They must shut down these unsafe places with out fire safety measures.Every time some event like this occurs only statements by offcials to TV are aired .Police must book these offcials for neglect of duty apart from the owners of the place.
Most of the public places where large crowds assemble need double inspections specially in winter,cinemas multiplexes ,music festivals, high rise residential hotels,pubs,parlours ,new year bashes,resorts .
Most lack fire escape routes ,doors are narrow mostly locked,no sprinklers ,no water supply hydrants,no mandatory space around the buildings and the licences are given by fire safety departments,municipality .
The neglect of implementation of law is more serious than the owners who own,run it. more

What is the cost of the lives of 14 people died untimely because of negligence and corrupt practices of the owner of the restaurant and the concerned officials of the respective departments and the municipal corporation? Why not our laws stipulate death penalty for those directly or indirectly responsible for such tragedy causing untimely death as well as putting the nears & dears and the dependants into the pool of innumerable affliction and sufferings with least possible exercise of legal drama. There should also be provision for automatic transfer of the lion share assets of the guilty to the dependants of those killed in such incidents to provide them resource for respectable living. If we can have such provisions and get them honestly implemented, instances of such incidents could be brought to 'nil' within a reasonable time. more  
This point is ignored even by Courts. Compensation ranging from 5 lakhs to beyond a Crore for a life. Life of article 21, the issue of the dependents' s lives thus discriminated . more  
I find from the comments above that only Law and BMC officials are responsible for not doing their job properly. We are talking about punishing these officials alone. What about the owners and violators? In fact they are the first ones responsible. I also suggest that the customers/ clients to such restaurants should awaken and know from the owners/staff about the permissions or a system by which details of the permissions can be had. more  
The excuse that notices were served is not valid. IMHO the notices were served on occasions when the bundles of cash did not arrive on time. They served as reminders to "pay up - or else". Who ever heard of issuing as many as 5 notices and still no action ?? Those who issued the notices should be summarily sacked. The graft is so deep 'upwards' that it'll take major surgery to excise it out of the system. The rot is in the bureaucracy and infects the politicians, who come and go but the bureaucrats remain constant. They have also made themselves impervious to disciplinary action by layers of "permissions" and "sanctions". more  
Fire due to lighted bottle juggling in bar was the cause of starting of fire .The decorations with flammable material and lights display have added to the risk. This info is given TOI to day . God save our authorities . more  
Unless and Untill ... Government will fix responsibility and accountability of senior officials ...these things will go on and on... Mere suspension of junior officials doesn't serve any purpose. Also strict action should be taken on officials giving licence to unsafe places without adequately following norms as if they adhere to norms then such unsafe places will not open in first place. more
