An idea to improve security in "some lucky" colonies in Delhi

Chief minister's official abode will remain vacant as the new CM decides to live in government flats near Secretariat. Similar for other bungalows of new cabinet ministers. Put these vacant properties on rent/lease on market. Use the monthly/yearly income to fund the same departments such as police, water board, electricity, road maintenance that provide excellent services to the localities where these bungalows are situated. For now this funding should be unconditional giving extra boost to monetary needs of these departments.
However, and here is the main crux, the CM and his ministers should move to "aam aadmi" colonies in a year or earlier. They may choose to keep living where they lived before being elected or choose a colony that needs a lot of up-lift. They should successfully negotiate their security detail requirements, as per constitution, with Delhi Police before moving. Once they move, since the Delhi Police is bound by constitution to provide them security, the colony will automatically benefit with the increased presence of Police. The opportunities for aam aadmis of that colony to interact with Police will increase. The local thana will have to provide extra security personnel to that colony. The ministers should closely work with RWA, residents and police to increase the two way communication. Additionally, the funding to departments becomes conditional at this point. The condition being that all funds obtained from leasing CM's and minister's properties will be used to beef up all amenities including security (police), quality and supply of water (water board), uninterrupted power at lower cost (electricity board) and proper maintenance of roads. The legality of leasing and transferring funds unconditionally and conditionally needs to be worked out and the party will have to burn a lot of midnight oil if they really wish to go beyond their actions to make a positive difference to society more  

Security should also mean security from mosquito bite which is not possible 100% with closing doors, windows ,using all outs etc.Dengue mosquito bites in day light outside your home .It can bite you when you are in your car, in office ,in lift,in park,sitting in a rickshaw,in auto,in bus,that too in day light.In last 4 months I detected many dengue mosquitoes at 35 places during day time ,outside home,outside offices trying to bite security personnel ,press walas ,person sitting in parks ,at tea shops,in temples in morning stores,in taxi stands etc.Finding of many dengue mosquitoes at a place lead me to find hidden places of dengue mosquito breeding & all were eliminated.We all can do it & can help us along with helping others for ever.BIGGEST SECURITY AT NO COST,ONLY AWARENESS & LITTLE EFFORTS TO SEE THE DENGUE MOSQUITOES & THEN ITS BREEDING PLACE .I know it may be difficult to believe .For any questions ,one can always call me or email me,the quarry.I am always ready to solve any mosquito problem . more
