Weights and measures and calibration certificates of all petrol diesel dispensing pumps and taxis


Under the provisions of the weights and measures act it is necessary to check, calibrate all gas ,solids and liquids,sold by the retailers.
It is seen generally that nowhere on petrol diesel filling stations such certificates are seen or displayed.
How are we sure that such meters are 100% correct and fills correct volume for which we pay?
Similarly the electronic or mechanical or conventional weighing scales used by vegetable vendors, grocery shops, cloth merchants, milk supplied by dairies etc; are calibrated and ensure correct volume or weights and if cloth correct size. even the gold or silver ornaments or the metal utensils what wee buy are 100% correct.
So all such tools must be periodically checked and calibrated with duly certified by the weights and measures dept. in each city, states with next calibration date clearly displayed on the machine or in the shops.

Even the manufacturers who are storing their products in gas, liquid , solid vessels, tanks and bags and it's weighing sales also needs to be duly CALIBRATED and duly certified by the weights and measures Authorities.
Similarly, the taxi and autorickshaw meters also must be checked and calibrated with the date by which next calibration check is due. Many times we are cheated by such operators using tempered meters and lot of complains people make to the RTO and local traffic police.

Another issue is about the quality of any such products that we buy, though,
With the firm commitment of our govt for the protection n due measures to protect environment , reducing carbon emissions, to provide more transparency about the fuel quality our refineries are providing. It is suggested that at all petrol, diesel filling pumps the latest quality report in detail needs to be clearly displayed with each supply, n also the calibration certificate of each pump to be displayed n the date on which next calibration is due.
The provisions of Weights n measures regulations to be followed.

The quality test report of each batch of petrol, diesel n the lubricating oil, to cover the details to comply with the certification system of CPCB.
No doubt , the engine conditions of each vehicle is the reason for bad emissions, but equally the fuel quality n engine oil are equally responsible for the bad emissions.
It was followed for years and mainly the vegetable vendors and grain shops weights were taken by the weights and measures dept s, they were putting a lead seal below with marking of month and year below it. But now that is also not seen, and we as consumers hardly ask or check for tare weights or ask the seller to show the correctness of any such devices .

These are very serious issues and needs to be done , effectively and more stringently in the interest of the consumers.

Unless public start questioning things will not change and we can not depend on govt agencies to check each and every case. We should learn complaining about irregularities. more  
Yes we the consumers have to be alert n vigil first. But how many consumers know about such requirement n regulations if any. The concerned ministry n the weights depts. RTO all are obliged to do all such checks .

The consumers have to raise voice about their rights. Simply shouting slogans " JAGO GRAHAK JAGO" is not going to help or once in a year celebrating consumer safety day. "Grahak Surakha Din".

Concern depts have to be proactive n act , not after receiving complain.

I had written to the Consumer affairs ministry at centre n state nearly ten years back. But unfortunately no actions are visible.

One wonders whether the weighing scales carried by vegetable and fruit vendors are ever calibrated and tested. more  
In stores ,Kira a stores,even road side venders weight machines are always rest with dead weight. What purchases such vendors are under weight.Even the digit weighing machines are tampered. more  
The rules still exist but the reluctance of the customers to ask and check the calibration certificate or lodge a complaint in case of doubt, leaves the rules useless. more  
Anilji, you are right but so far there is no compliance by the authorities n their strong wish to implement it. They have to be proactive n should not wait till one complains.

Moreover, the quality certificate is issued with each petrol, diesel tankers but it simply states the density of the product n perhaps boiling point n class of hazardous classification, it never mentions about the detail analysis about pollutants in accordance with EPA, standards, like when you obtain PUC certificate , pl check what it states therein. Though your vehicle engine condition is okay, but due to adulterated or bad quality of product your vehicle may fail in PUC test .

Before consumer knows it, the refiners are obliged to give these details n must be displayed clearly on each such outlets .
