Swachh Bharat

Swachh Bharat – In response to our Prime Minister and popular Leader Shri Narendra Modi’s resolve for Swachh Bharat following are the Issues and Solutions:

Issues:

1) At present cleaning and sweeping is among the biggest source of corruption in municipality and gram Panchayat without any accountability
2) People cannot get satisfactory work and also cannot complaint due to political power involved
3) There are no other checks for cross verification available for general public or controlling authority.
4) It is general perception that 60% of fund for this purpose is defrauded by politicians and bureaucrats in municipality area
5) It is also perception that almost 90% to 95% of fund for this purpose is defrauded by politicians and bureaucrats in rural area
6) Bharat accounts for 60% of world’s open defecation

Solutions:

1) Cleaning, sweeping work should be given on contract basis to private parties for proper implementation of the Mission
2) The contractors should be made accountable for the cleanliness
3) Contracts should be given for every municipalities and gram panchayats
4) Depending on area and population, municipality should have approximately 1 contractor per 10-20 Sq. Kms.
5) 1 contractor should be given area of approximately 15-25 Sq. Kms of gram Panchayat
6) Toll free telephone number should be allotted on national level with all states made part of it along with all districts
7) This toll free number should work 24*7, where complainant can lodge his complaint to collect or lift garbage or dead animal carcass lying anywhere. This complaint should be kept secret unless complaint lodged is found to be false
8) Complaint can also be accepted by sms for the purpose
9) Dedicated website portal can also be started for the purpose on national level, where complainant can also upload photographs of the site specifying location that requires cleaning
10) Public awareness program can be conducted to educate people about cleanliness
11) Public toilets should be constructed everywhere on road side - in city / towns / villages, public places, gardens, amusement parks, tourist spot, any other places where people gather, etc.
12) Implement the rule to keep toilets and urinals in restaurants, bars and shopping / commercial centers or public places in Municipality area and Gram Panchayat area (this rule already exists but not implemented properly)
13) Fine should be collected for every offence of throwing waste, litter and not using dustbins, urinating, spitting in public places
14) Fine should be incremental. It should be increased with every offence
15) Fine collection should be given on contract to private parties’ in line with contract given for parking charges, hawker charges, etc.
16) Fine collector should also be made responsible for cleanliness. If cleaning contractor does not perform his duty properly, fine collector should be empowered to report the same to higher authorities.
17) If fine collector fails in reporting any un-cleanliness or garbage dump and any complaint is received from the citizens for the same, garbage collector as well as fine collector should be appropriately fined
18) Separate department run by State or Central Government should be opened to evaluate, tender, execute the work and its process for grant of work and payment thereof
19) No direct fund should be allotted to any Municipalities or Gram Panchayat for Cleanliness purpose. They will work as observing body or advisory body or work planning body
20) One big contractor can give service with scientific technology, latest machinery and equipment and can offer better segregation and use of recyclable collected garbage
21) Such big contractors can produce bio-gas from solid waste and power from it, the nation can be benefited more instead of creating big dump and making land useless
22) If properly planned and executed this could be the multi-billion business giving boost to economy.
23) BEST OUT OF WASTE more  

I feel that the L1 tender system can be gotten rid of... After all, you are the government and looking for accountability and qualitative value before saving on an expense (government is the spender here so L1 is not making a profit for the government but undercutting margins for the contractor / agency). Besides, if you have reduced corruption like you say you are going to, then you can spend those saved rupees on some good contractor. more  
Ye kya hai bhai, ek Dalal-ji ka jabab dusre Dalal-ji dete hain? (just joking) Very good point. I have heard that even the municipality contractors exploit the workers, get cuts from their salary, produce falsie bills etc. The proof is the work is not done well, where does the money go? Your points should be included in the suggestions. more  
It is known by everybody that corruption in the name of cleanness and sanitation is on very high side. How does its allocated budget used in panchayats is horrible. The result is you can see dumps at every where in panchayt areas. Panchayats are also not in capacity to clean and dump garbage because they don't have that kind of machinery and skilled worker. I agree and strongly suggest that funds and powers to clean the Cities and villages should be withdrawn from the local bodies and this work should be handled by state government and/or central government. If it is not done then our Hon. Prime Minister's mission and dream of Swachh Bhart will not be fulfilled at any cost, in any day. If prevailing system will continue then all existing and additional fund, grant or budget allotted to local bodies will drain to politicians and bureaucrats pockets as usual and may be possible that Swachh Bharat abhiyan will increase their corruption income due to allocation of additional funds. -Jai Hind. more
