How to control Dog Potties in front of house ?

It is seen that many people use to make morning and evening walks of their domestic Dog and these dogs do potty anywhere beside compound wall , in front of House Gate . Some people do these walks in their surrounding . They think Road and Roadside areas are for their Dogs . Potty in front of someone's House Gate makes a ugly scene . Many people do not think about others feeling . Some people allow their dogs to do potty intentionally in front of other's house . It is a common problem . It makes a conflict too .

How to control this issue ?
Is their any law or punishment for such problem .
Or
Is it right of people under human rights to do anything as they wish . more

Yes pets too have right to live and walk. World does not belong to human only. Our constiution gives right to all living beings. Animal Welfare Board of India guidelines dated 26 Feb 2015 are attached for your information. Please go through it. It gives details of right and responsibilities of pet and pet owners. Pets have right to use parking and walkways of societies. Potty should not be left at its place and place should be cleaned. We have the pet. We take water bottle, paper and bag with us. We dispose it properly in bin. Be responsible, behuman and have compassion on animal who cannot speak for themselvs. more  
Like humans Dogs should not be allowed to ease in open public places. If some one is keeping a Dog, he/she should make a space in his own house for the Dog to ease. Most of the people are keeping the Dogs to satisfy their ego and not as a necessity. In multi-storeys' walled societies Dogs are a nuisance. more  
You are right. These dog owners are actually senseless fellows. Their act comes under the offence of public nuisance. Accordingly, these people should be booked under law for a proper teaching. Generally amongst neighbors such a behavior comes to light. more  
I am also agreeing with all of you. I am staying in Vishwas Khand, Gomti Nagar, Lucknow. There are more than 20 dogs in street of my house. They are creating all kind of nuisance....Chasing & Biting every person who is moving from that road. Even we stopped that gali, which is adjacent to my corner house. They are shitting every nooks & corner of my houses as well as other houses also. There are some house owners which are having dogs in their house are fully protecting them. Even they have done legal action against me, when i approached Nagar Nigam for catching dogs. Nagar Nigam is telling that we can't help. It's totally nonsense. What kind of rules & regulations are there? I can agree that we shall protect animals but not at the cost of HUMANS. I am requesting all of you to RAISE OUR HANDS for protecting KIDS as well as OLD AGE residents. more
