Supply & Fixing of HSRP on Vehicles by RTO
Under Govt notification, respective Regional Transport offices are to Supply & Fix High Security Registration Plates (HSRP) on the vehicle's applied for registration. It is also mandatory for the vehicle Owners to get & affix on their vehicles once registered by paying fees on line. This is a good step taken by Govt.
Today I visited RTO for getting Name Plate fixed on my newly
Add Documentpurchased car. I was asked to buy Rubber Liner for fixing Nameplates properly / decorate by paying Rs. 800/- . Similarly, Rs. 400/- are being charged for supply of rubber liners for fixing Nameplate on Two Wheelers.
Do not understand why it is so? If Liners are required for PROPER FIXING OF HRSP, THEN WHY THE SAME IS NOT RECOMMENDED BY RTO IN THEIR FORMAT & TO PAY ONLINE AS PART OF FEES.
The Answer is very simple, we are highly corrupt & corruption is in our Blood. Liners worth of Rs. 100/- and Rs. 200/- or so for Two Wheelers & Car, are being charged @ Rs. 400/- & Rs. 800/-. As per Govt, RTOs in India have a notoriety of being corrupt and bribing has become an "everyday phenomenon".
One side, Govt is bent upon to minimize / erase requirement of middleman / agent at RTO Offices but on the other side, we are so shrewd & corrupt to create ways to continue with such practices.
One can see, around 500 Vehicles are being sold daily & amount of money being charged for supplying Rubber Liners for fixing of HSRP. Such practice cannot happen & continued without involvement of Officials since it is a WIN-WIN situation for both.
It is high time that concerned Ministry dealing with RTO affairs to get informations / facts from all other RTO Offices & review this & if required to issue white paper for correction in system.

Time and again to put up the facts : The vehicle NEW (Toyota Innova) owned by the Owner was illegally sold by fraudster. The same vehicle was ILLEGALLY transferred and registered some one else name without any sign, signature, NOC, consent, intimation or information. Over and above the same vehicle was meet with an accident (FIR was well registered) wherein the false claimed with the Private Insurance company in the name of real owner by the fraudster - well accepted, entertained, processed and money was disbursed to the tune of Rs. 2,00,000/- as Insurance and Rs. 4,00,000/- as salvage. The height is : one of the RTO officials (Total involved FIVE in numbers) dare to inform the owner to give NOC to transfer the same vehicle once again to some other person, else he will file (False) affidavit stating the real owner is NOT traceable. Written Complaints filed way back in FEB 2013 with RTO as well as ACB (the office is located not more than 10 feet away from RTO office) Authorities concern does not fetch any result TILL DATE BUT the License given for renewal was withheld till date without any valid reason (as arm twisting tactics, with messages from RTO offices to withdraw all COmplaints Else they will teach you a lesson in some other manner. Complaint to RTO Commissioner also does not fetch any result TILL DATE Except a cop y of communication stating they had sought for "Report". One can understand that fraudster can make fraud, but HOW the RTO officials can transfer the vehicle without any valid vital documents, NOC, signature to some one else name and further dare to file false and fake affidavit - even by threatening the real owner. So also the illegal withholding of Driving license for years together. It is to be NOTED that the vehicle in question was returned as property of the Crime by Bombay High Court & JMFC Order, BUT RTO officials further adamant by NOT reinstating it on real owners name. Several RTO Commissioners are resumed and transferred, BUT all FIVE OFFICIALS of the said Dist. RTO office remained unchanged, uncharged, and enjoying at the cost of Consumers and well active in all their activities, even today. ANY SOLUTION, SUGGESTION.?????????? Dear Mr Dheeraj Kocharjee, If what you have have indicated is correct that involvement of Congress & APP & also with some friends of BJP also with contractor M/s Rosmerta Technologies, Gurgaon , supplying HSRP Plates to Delhi & 15 other states, the IT IS A VERY BIG NEXUS & CAN NOT EASILY BE BROKEN. Yes, Linings are not mandatory but the way it is projected, it is noticed that more than 90-95% Vehicle Owners are buying. Our point is "AS PROJECTED BY CONTRACTOR ITS REQUIREMENT THEN WHY RTO SHOULD INCLUDE AS PART OF HSRP & CHARGE ON LINE OR ELSE BAN CONTRACTOR TO SALE IT WHILE FIXING THEM IN RTO PREMISES.... more
