Succession and Inheritance - Inputs on Solutions

After my father's demise I had to take some shares which were in my fathers name transferred to my name. As the shares were of different companies I had to deal with a number of Registrars. What amazed me that each of the Registrars had a different format of the document required to be submitted for getting the shares transmitted or for getting a duplicate share certificate.
1. Why cannot there be a standarised form for getting the shares transmitted or for getting duplicate shares?
2. Why cannot these forms be available on line?
3. Why does one have to get all the forms and attachments notorised?
4. Why are hard copies of PAN Card/Aadhar card required? Why cannot they accept scanned copies?
5. The Registrars even refused to send the format of the forms required by them in response to an email. They replied to the email stating that the required forms will be sent only on receipt of a a hard copy of the letter duly signed by the applicant. more

One of my colleagues died twenty years ago without making nomination. For transmission of the shares owned by him in favor of one of his legal heirs, so many documents are required to be submitted - death certificate, succession certificate from a court, no objection certificate from the other legal heirs etc. Even till date some of the shares are not transferred. Hence, nomination is most important. more

The present process is very difficult to fulfil as it requires substantial money by way of Stmp paper,Notorized requirement etc. to complete the process. It should be made simple. more  
The process of transfer should be made very easy in case of transfer to the legal heirs. What is the use of filling different forms and submitting hard copies over and over again. All the data i.e. PAN NO., Bank details etc. once given is sufficient and can be verified on line by any of the Office. It should be the primary responsibility of Demat Account Operator to undertake all such exercise if required. SEBI may come forward and issue guidelines on the subject. more
