Reliance Communication always deduct balance

I am using reliance network since 2007. Last month in August they I received a message stating that my caller tune is being renewed and have been charged Rs.30. I tried to reach customer care and my luck I could reach and could talk after 5-6 try. They took my request and deactivate it and refunded balance. They also said that no such type of problem I will face in future.
In this month of September I again got the same message by stating that my caller tune is being renewed at Rs. 30, and they deducted my balance. Now I am trying to reach to the customer care since 25 sep 2014 by dialing 198 and Also trying to reach them by online chat provided by them, but unable to reach them. 198 is getting disconnected after reaching to the option to talk with customer care and online chat is not connecting.
I am unable to understand that where should I go for complain and what should I do that they could not deduct my balance in each month. more

This problem are common with every provider, vodaphone billed me for around 6500/- for data plan. They changed my plan from 2g - 2gb plan to 3g-1gb with out my consent. First month i paid around 3000/-, next month they again billed me for 3500/-, on cross checking i came to know i was getting billed for additional 1gb in 3g rates. I had sent multiple mails and in every mail i was getting only one reply sir your usage is correct and we had billed correctly and they dont want to understand the objective of my mail. Last option left was to call my friend in vodaphone and he escalated to seniors and got my amount refunded.... This issue is nothing to do with reliance , vodaphone or airtel. All this company is aware of consumer court loopholes and the tedious process. Even if you want to approach consumer court in the first place do they entertain you, they will ask you to read the board where they have given all the details. There are NGo who support again they are thief in the name of ngo they make money out of you. Here the challenge is we dont have proper consumer fast track court and simplified case logging mechanism. either you fall prey to company or you fall prey to NGO... I would suggest go to airtel atlest chori ka paise desh me rehenge...vodaphone will take your money outside.... I also use reliance CDMA, i had faced vas issue twice but after escalation it got refunded... in reliance site you get escalation matrix...but need patience more  
This is normal practise in all TELCO. If you are a pre-paid customer, they will activate one service or another and charge you for the same. If you complaint, they will reply with standard answer that you had requested for said service to be activated. There are lot of customers, who are not literate and many do not read the messages. Even if it comes to their notice that their balance is deducted they think "What the hack it is only Rs. 30/-" and if at all they follow up the matter with customer care, they will "nani yaad dila dete hai" Now, a simple calculation: Assuming that they activated a service costing Rs. 30/- per month for say 1000 customers in a month 30*1000=Rs. 30,000/- Lets assume that 500 customers deactivate their service then also they have 500 customers with them who pay them Rs. 30/- per month for the service they have not subscribed and do not need that service. Now, that Rs. 15,000/- is incremental, next month also they will activate service for 1000 customers and deactivate for 500 customers, so on and on. It has also come to knowledge that TELCO charges fee on weekly basis also which comes to as low as Rs. 3/-. Now who has that much time to talk to customer care for 1 hour or more to deactivate service that cost just Rs. 3/-. Think about it and take action. more  
I had faced the same problems like yours and have discontinued with Reliance for ever. more
