You are right. The Issue is that to get Clearances equipment necessary are installed but they are not used/not maintained properly/not replaced, if so required.
Everything is done as Formalities. Even Experts cannot do anything till those owning/running the plants are Serious and Accountable. more

I have seen reports on pollution control in thermal power plants in advanced countries. They are +90 percent level of control. It means if there is a will there is a way. Huge penalty is imposed on non compliment organisation. India need to do this very honestly. more
