Indundation of city areas- causes and action .

Time and again every year the flooding of areas,blame on encroachment of lakes, drains,and statements by the concerned in government departments.
Is this a routine?where are the investigating commissions on recurring issues such as these and their permanent solutions ,plan of action.
For 60 years we have watched the population grow ,the size of area under urbanisation grow,the incomes of governments grow ,the plans multiply ,borrowings grow .The inaction is two ways ,verbal blame game on the previous governments and present lack of funds.
Urgent need of the following has to be thought of.
1Urgent delineation of no build zones around lakes with survey numbers and maps ,copies to registrars ,civic and municipal ,HMDA ,Urban ministry in GOI.
2 Map on catchment area, natural rivulets,seasonal flow ,topography .
3 serve notices to property ,compensate the demolished properties, Redig fresh drains and inform all concerned.This must be a ordinance and above courts of law.
4stop urbanisation of city until a survey is done A study on the need of houses and .present empty dwelling units and area under fresh construction activity.Stop giving construction permissions to new structures for three more years.Do not regularise any unit ,demolish all unauthorised structures .

5-The urban green areas must be identified guaranteed of its present existence.
6-No new plans of building highways , flyovers. NHsby state and central governments must be given.
7-Most of the agricultural land around the city is lost and hence grains, pulses ,vegetables are being imported from non local areas.
8-Auctioning of government lands must stop as precious empty spaces of the government is reaching private builders,industrialists who urbanise ,thus precious lung space is lost .There may be other sources of income for the government, not this one only.
9-Pollution is increasing due to building activity.
A comprehensive plan must be envisaged for urban flooding ,and proper drainage system must be instituted.
Until then Status quo must be ensured. more

This is revealing of ghmc s budget allotment this year .Today the proposed budget was 12 000 crores approxly ,half of which is for double bedrooms constructions .Is it a priority ? A pittance for roads and drainages.wait for the hell to break loose in the next rainy season. more  
Indian cities are growing at an unprecedented rate and the rural to urban migration is here to stay. City governments do not have the resources or the tax revenue to support the infrastructure required to cope with the influx. The low municipal property tax rates do not support the cities fund raising capacity so yes we will continue to hear lip service from politicians and continue to experience flooding, gridlock, pollution and lack of basic infrastructure. Unless tax rates are rationalized and or new funds allocated, the economic engines (cities) of India will continue to suffer! more  
Diversion of received taxes and wastages for other projects except for civic needs is the reason apart from corruption.Enough finds have accrued so far but squandered away by governments .Double bedroom project, RTC other non civic activities have given place to this shortage of funds .The primary duty is neglected by municipalities. more  
Good to hear that the state government has started to move in the right direction of demolishen and payment of compensation after due notice and warnings. more  
The the news that there is a highpower committee for road improvement is welcome but the discouraging news is that new PETROL CESS is planned to be levied on hApless citizens of Telengana. This is ruthless ness bordering on cruelty. We are already reeling under the high petroleum prices and increased prices but to add this additional burden of levy for roads is punishing the tired horse.They must look for pruning the unnecessary expenditure on non priority plans of the govt . more
