India cleaning at night

Yes...this is a must in present day swachbharath!because in day time the smell emanated is intolerable particularly on main road eateries!
The have no regulations in india for eateries in small big vbig national highways.for example in an area where I reside 3rd main road annanagar ..40 there are vasanthabhavan,chettinadfoods,a lot of nonveg polluting eateries,like military hotels,briyanishops,fish and muttonshops and fish mutton sellers,saravanabhavans,balajibhavans,dindukkal,karaikudi bhavans,thallppaikattai briyanies,etc etc and a host of nonveg and veg eateries who pollute with their food leftouts and the domestic wastes are less in volumes.
So either india should make installation of bio digesters a must as a stautary provision to do eatery business .
As far as collection of night cleaning it has to be implemented in a war foot manner throughout india including in all metros,towns tourists spots,hospitals, more  

In my country, public property means Private Property or Mera Maal. The battery or the solar panel are stolen leaving the electric pole or traffic warning lights without power source. How will that be tackled? Any original thoughts?Shoot. more  
And by installing solar panels on the roads like massively done in erope,USA,Japan,China, etc to illuminate the roads during nights in all highways and streets Communities should be encouraged by the panchayats,municipalities,metos residents to install bio digesters to minimize night\day collection of garbages in and by volumes. A severe penalty for the any type of eateries who do not have bio digesters in their premises and not on road has to be implemented for a health city and segregation of wastes,night collection of gabages where there are no bio digesters,a separate corporation body to remove building wastes on payment and penalty for non compliers a must...the night collection of garbage will ease traffic mention on metro's ..this has to be implemented with efficient night driving and clean vision for persons involved in garbage collection. The central govt should encourages all states in night garbage collection and install Bio digesters massively everywhere and collect taxes from the states if do not comply with. more
