@Arvind Jain, The charges of hallmarking has been prescribed limited to Rs. 35/- per article and it is the statutory duty of BIS to take action against even fake marking including revoking of licence. However, you will be shocked if you come to know of any action being taken by BIS on violations and the glaring example is selling of packaged drinking water in cans which you find in all stores. The corrupt free system is just an imagination be it any Government. more
Some great knowledgeable people in these circles. Good work Consumer Affairs more
It is a monopoly by the Jewellers. more
There are quite a few comments about the charges fixed by BIS for hall marking and these being mentioned separately in the bill. BIS fixes what is generally called marking fee but never asks the licencee to charge these from the buyer. It is an expense to the licensee which he may or may not charge from the customer separately. Same way, it is not mandatory to mention it on the invoice. After all the jeweler runs his business to make some profit which will not be declared separately. The trade practice is to charge making charges which take care of their various expenses and profit. more
Thanks a lot sir for your compliments. In my opinion there are some rules which needs to be amended for the welfare of public. In this regards I have made a draft but due to some more evidences which I am gathering, Sooner I will file PIL in Hon'ble high court with your blessings. more
Mr. Jain, it is heartening to note that you are an enlightened customer taking active interest to analyze and improve the existing rules. I retired in 2001 and till then Hall marking had not come into force. Special rules appears to have been laid down for this scheme due to the peculiar nature of the product. We have also purchased hall marked jewellery but from Tribhuvan Das Bhim ji Jhaveri only. As far as I can recall, no hallmarking charges were charged separately even though these were hall marked.
As for some amendment to the rules, I am not sure if I will be able to devote time for that because I am the honorary administrator of a charitable medical center set by Gurdwara of Greater Kailash - II , New Delhi. I can assure that BIS stands for the welfare of the consumers both small and large. I also know that many, not all, sellers indulge in wrong practices. A vigilant customer helps not only himself but the society at large. more
Sir, BIS hallmarking rules copy sent on your e mail. Plzz. read out and find out where amendments can be done by BIS which make public money safe. more
They charge an amount between INR 250 to 500 more
