A thought on urban developement

Government involvement is greatly needed, more than people. stringent laws and scientific approach is the need of the hour. Modi's Oct 2 message on swachh bharath asking people to spare a few hours a day may sound good just for Oct 2. i did my duty and got all the rubbish to the dump at the end of the road. and my dump still lies there after 3 days. Government interest and involvement is needed. if PM expects us to clean the roads, what is the government doing? i have a house to run, and from that sweat i pay taxes. the real problem , the local municipals themselves don't know how to scientifically segregate them, because they don't have a clear cut text book to coach them and tell them what to do with the garbage. In Singapore people don't go sweeping the roads. there responsibility finishes, with dutifully using the garbage bin. and look at Singapore. and if i in India, dutifully used the garbage bin, and other good people used them , the garbage bin would have flooded the streets, because the government contractor gives the two hoots of clearing the garbage and the ordinary citizen . he is happy because his boss in the municipality is happy. more  

I am from Bangalore. There are many problems citizens are facing day-in and day-out. Primary problems such as pathetic roads, no drainage or drainage cleaning un attended, open drainage causing residents to slip-in during rainy seasons, accessible roads are encroached by private properties due to no control by BBMP, etc. Typical reasons could be: (Note: these are general but not to point any one). (1) Decease of corruption passed from ancestors; Executives feel that govt salary is a tip for them and under-table income is a salary; e.g. tie-ups with contractors make quality of road construction very very poor with no quality; (2) No decision making capabilities by anyone in the office. Everyone feels that order has to come from some-one in top. But they don't know who is top. Also, they are not aware of some rules in which handbook/gazette they were defined. Simply they impose; (3) Availability of officers in the office. Every resident has to run around min. 4-5 time to catch-up an officer to present their grievance;Where they will be available during this time...etc. A high-level clean-up in the system is required. Cultural change is another point which plays a vital role in bringing change. ANY THOUGHTS to PRIVATISE some departments such as BWSSB, BBMP-PROPERTY PLANS AND APPROVALS, etc. This can be like a successful model of passport issue process where 90% process is managed by Private companies. more  
do you think the Government in all it's might don't have solutions???? it's all about "will" and commitment.. if they do have it.. they ARE Solutions which are KNOWN to all these babus... this exercise of getting the comments are more so to "please" the so called citizens that the GOVERNMENT is seriously "engaging" with us.. more  
solutions = 1) stringent anti-corruption law 2) amend outdated laws on urban development 3) take a leaf from every rule book of every developed city in the world 4) babudom which will work and shall be held responsible. ( in one instance in my city, an 75 old lady falls into an newly dug drain and injured badly. the media raises a hue and cry. the commissioner tells the reporter -- where was the women looking when she was walking? was she blind? you cannot hold the corporation responsible . now if we have such kind of babudom, where is the question of solution) more  
I appreciate your effort to clean rubbish around your residence. Does it end there. What can one do to energize the system. Everybody can complain let us find solutions more
