9 Civic Sense Basics for every Indian: Having identified them, what should be next move to tackle them !? This has come to my mind: 01. For checking persons spitting, urinating, toileting (self or children), loitering in public places and roads in one way or the other ---all citizens may be compelled to carry a small pocket size logbook (just as their driving license, PAN card, others) with them. ---all citizens holding AADHAAR CARD, DRIVING LICENSE, PAN CARD or any other ID to prove their citizenry may be awarded privilege to check such irresponsible persons and to record in their logbooks the incidence of offence with details such as place, date, time, location, nature of offence, witness etc. ---Members belonging to social organization, students, any one interested to serve his / her city or town may be asked to usher the responsibility. Packages of Incentives may be designed to motivate them, if the need may be i.e. ---These privileged persons may be authorized to collect fines from them and deposit the collection in to nominated bank accounts of municipality / nagar or village panchayat on a daily / weekly basis. ---The culprits may be dishonored / defaced / humiliated per norms such as public uproar, publishing their photographs in actions in news papers and media, informing their work places such as employers, bosses, friends, schools, colleges etc. Their photographs be displayed in public places such as gardens & parks, bus stations, railway stations, airports, market places, malls etc. etc. for a period of week or two. ---The culprits with more than three such recordings on their logbooks be punished to serve the society per award of punishment of 25 / 50 / 75 / 100 hours of cleaning public toilets, sweeping roads; collecting, carrying and dislodging rubbish, garbage etc. to the identified destined places. ---such recordings may be considered with due weightage while evaluating persons for advancement in their lives such as graduation, job change placements, increments and promotions etc. In short, these and other such remedial measures must be thought of in all seriousness.
