Process Delays in Judiciary
The Preliminary Decree was granted by the High Court. A mode of Partition by Metes & Bounds was suggested by a retired High Court Judge as Commissioner appointed by the High Court 20 years back. Immediately parties filed objections to the Commissioner's Report. After that the case was transferred to District Court.
Successive ADJs for last 20 years have neither rejected the Commissioner's Report nor accepted it and granted Final Decree. All they write in order is "Part arguments heard, adjournment sought, given, to come up on ______ ".
We approached the High Court for directions to decide the case early. Suitable orders were given to decide within 6 months and not grant adjournments. 18 months have passed since with no impact.
