RATE LAW AND ORDER IN MUMBAI: The Topioc itself is wrong. The root cause of pathetic state of affairs of police force is something different which none of the police personnel want to go on record.
I have closely obsereved police personnel's life style specially the constables and low ranking police officers of the rank of Assistant poclice Inspector. Mumbai, Navi Mumbai and Thane police constables live in a pathetic state of affairs. Starting from their place fo residence, the so callled government provided police quarters are in dilapidated condition and the surrounding is very dirty and filthy to say the least. Many a times they dont get their salaries on time. They have no weekly offs and no duty timings. Even if they do double shift of 8-9 hours for the entire month, in the name of overtime salary they get a paltry sum of around Rs.700/- They are not provided enough stationary in the police stations to work with. On top of it high ranking police officials, government officials and politicians treat them like dirt. They teat the constables like their servnats. On one side they are being ill treated by the High ranking police officials and on the other the politicians and the general publice treat them as a nobody.
The morale of Police is very low in our country. Untill unless we dont address this issue of exploitation and inhuman working contition dont expect a very big turnaround from our police force. The successive governments are responsible for this. All the above statements are my personal experience with the police force. If you dont believe my words then just go and visit any of the police constable quarters in Mumbai, Navi Mumbai and Thane.
I agree with Mr Alok Mittal's view. Mumbai police's attitude is pathetic. The law and order in Mumbai is good probably because of law abiding citizens. They are horribly unprofessional in their approach to their duties especially the lower cadres.
At its best, the Mumbai Police acts as a quasi-judicial body for "resolving" cases before they reach the courts. They provide relief, but unfortunately the relief is not to the victims but to the perpetrators of the crime. In the process, they greatly reduce the burden on the Courts, they greatly increase the danger to the citizens, and they greatly increase their bank or cash balance. Therein lies their greatness !!
In fact, one has only to look at the CONVICTION RATE to make a judgment. Their conviction rate is very poor because behind every criminal, there is a policeman advising him how to escape the clutches of the Law.
IF NOTHING ELSE, PROMOTION AND PERKS SUCH AS HOUSING ETC SHOULD BE BASED ONLY AND ONLY UPON THE CONVICTION RATE !!!
LASTLY, ALL POLICE IN MUMBAI ARE MARATHI, WHEREAS MARATHIS ACTUALLY CONSTITUTE LESS THAN 40% OF THE POPULATION OF MUMBAI. THE DAY THE STATE GOVERNMENT RECTIFIES THIS MISGUIDED "SONS OF THE SOIL" POLICY, IT WILL GO A LONG WAY IN RESTORING THE FAITH OF MUMBAIKARS IN THE POLICE SYSTEM. I HAVE LIVED IN MUMBAI FOR 53 YEARS (MY ENTIRE LIFE), BUT I AM NOT MARATHI SO I AM NOT A SON OF THE SOIL ?? WHAT RUBBISH !!!

Mumbai Police, for the most part, acts as a quasi-judicial Authority and specialises in "settling" cases so that they do not reach the courts.
Even in serious cases, it is "possible" for the evidence to be altered or misplaced, so that, when the case eventually comes up for hearing, key pieces of evidence are "lost" !! A crucial letter was recently reported lost in the Sheena Bora murder case. There is no proper Repository of Evidence, no computerisation of evidentiary material, and no responsibility seems to have been fixed for the same. It is Ram bharose.

MOST SERIOUS CRIMES ARE COMMITTED BY PEOPLE WHO ARE HABITUAL OFFENDERS.
Had these criminals been properly dealt with in the first instance, the offences would not have been repeated.
As such, it is the Police themselves who are indirectly responsible for the repetition of offences, since they let off such people lightly, with or without consideration, and turn a blind eye even to serious crimes against society.
See for example the number of rape cases where there are serial offenders.
Can anyone even explain why this happens ??

In fact the system is so corrupt that unless the reason is big enough, the common man DOES NOT APPROACH THE POLICE STATION TO FILE A COMPLAINT, KNOWING FULLY WELL HOW HARASSING THE EXPERIENCE CAN BE.
