I endorse what Manjula Singh said as for as Bangalore / Bescom is concerned. I am seeing over 25 years in Bangalore, during a strong wind,during a bit of rain, the residents loose electricity power. Often with serious . destructive damage to domestic appliances. It is all due to one reason. Skilled worker or ever semi skilled worker is unavailable in Bescom. The wind stops and the electric power is back. The rain stops, after 30 minutes to an hour, the electric power is back by itself. Why? The loose connections did not disturb much when no wind, the moisture when drained down by itself the voltage drop etc stabilised back to normal.
1. Is it the quality of conductors and fasteners used in electric power transmission to consumers location? The ans is: No.
2. Earlier much better grade of conductors and fasteners were used. The cost was high. Subsequently, the material was changed . It is normal in any system targeting to cut cost, with reliability, serviceability in every part of the world. .
3. There is definitely drastic reduction in failure of appliances during past several years. Sorry, there is no credit to power distribution company. The appliance manufacturers added protective circuits, customers started using power back up and stabilisers and so the drop in failure rate.
4. Now the work on power distribution in Bangalore goes underground. Good news for the time being. Why? ==> low level staff work without supervision by a competent engineer. The terminals used are without fasteners, no issue. But the clamping pressure applied by the worker was, unbelievable. No gauging, no parameters recorded. by anyone.( Sitting somewhere they may tick all parameters ok on a check sheet, as happens in every other government agencies).
5. Several years ago, BSNL went from above the ground to under the ground. Good effort to keep away hanging wires everywhere. But it took several days for BSNL to address a problem if it is due to outside the exchange. Why?
6. BSNL issue still continues, BESCOM is inviting additional trouble. these organisations, did not realise that staff is a skilled worker and a knowledgeable supervisor who knows the work and quality of work.
WORK-SKILL-SAFETY-RELIABILITY-CONSUMER SATISFACTION was the need of the past, need of the present and in future. But does not exist in government agencies. If you recollect your own hurdles of the past and compare with today's situation, the fact is not encouraging.
7. Better these institutions bring the top few guys from open source with target to train and retrain existing staff. Else???????
