Watching Videos while driving

Fellow Noida residents, almost all drivers are having smartphones and I have observed many of them on their phones when driving, even when taking kids around. Most of them do not have common sense that they can hit someone or get hit. See this attached video. This fellow a radio jockey partied in 3 parties and on way back home was watching videos while driving.

DM and SSP of Noida please make some rule around this and the punishment be like 10000 fine and license suspension for 3 years. And then create awareness everywhere. more

No laws/ rules can be effective without enforcement. We are paying enough taxes to recruit & deploy adequate police force to protect public interest. Why are the policemen absent at all crossings? Will the district administration give an answer or remain a silent spectator to our misery? more  
The main reason for this is that there is practically NO PUNISHMENT for such activity. If the police do their work honestly, you could find all rule breaking to end in 1 month. more  
Even at busy crossings in Noida traffic police are non existent , there seems to be no fear of law; teenagers without helmets in numbers of three zip around on mobikes with utter disregard to traffic rules and no one seems bothered ; it can only happen in an apology of a metropolis like Noida. more  
There are plenty of laws & rules governing safety practices while driving. But who cares? This is due to the absence & utter unconcern of the traffic regulatory body and mechanism. Traffic police operates at the mercy of goons and avoids checking the defaulters. They have no strength in their nerves to catch those who violate traffic rules. I am an eye witness to the policemen watching helplessly and ignoring the offenders as if they are themselves a part of that gang which willfully enjoys breaking the rules. When the policemen feel it as their right to drive a two wheeler without wearing a helmet, how can they check other offenders? It is a vicious cycle designed exclusively to trouble the law abiding common citizen, to whom no policeman is prepared to listen. Why can't a management institute take this as a project and come out with a practical solution to curb this menace? Frequent Traffic violations are a social problem and police/ district administration can not solve such problems by themselves, since they prefer to be a part of the problem rather than the solution. Let them be forced to implement a solution designed by a third party (viz, a management institute). Do you agree with me or have better suggestions to offer? more
