Considering the value of the benefits given and our own propensity to mis-use every facility we get, I don't see certification as an issue. The conditions of certification are neither onerous nor extremely time consuming - we're just not willing to make the effort. In the absence of a certification process, I guarantee that every bureaucrat and politician family will put in 10 applications each and actually receive the benefits too, to the detriment of genuine entrepreneurs. more

In India, the bureaucrats control the govt. processes as elected leaders normally are either illiterates or little literates, with few exceptions. In the present day government the situation is much better, but still the gap in understanding and articulating the processes still exists. These bureaucrats know how to provide speed breakers and then suggest ways to circumvent them, thereby making a killing out of it. Remedy: Politicians should become more wise with domain knowledge of the areas they are controlling rather than their usual knowledge and skills. Bureaucrats should also be from the same domains that they are supposed to serve and not that any plain graduate such as BA, BCom or BSc as per the current practice. more
