What is the right solution to tackle the stray dog/ monkey menace?

A) RWA should influence the municipality to get rid of them
B) People should find a way to protect themselves
C) Feed them and love them so that they reciprocate the love (as suggested by animal rights activists) more

Dear Friends we have been discussing the stray dog issue for some time. We can do something practical by signing the petition mentioned in my earlier post at https://www.change.org/p/shri-narendra-modi-honourable-prime-minister-of-india-please-repeal-the-animal-birth-control-dog-rules-2001-and-amend-other-associated-laws-to-permit-removal-of-stray-dogs-and-delegate-powers-to-municipalities-rwa-s-and-panchayats-to-decide-on-the-ha I request you to please sign the petition and also ask your family members, relatives and friends to sign it. Please also put the link on your facebook page and ask others to sign it. If you have already signed it my thanks to you. more

Mohanaji, you are very right.people feed the stray dogs near their door steps.At designated feeding spot arrangements are hardly used by residents.Also dog fights are common at such spots. more  
Mr.Agarwal has accurately described the apathy of our system (or should we actually call it "System") more  
Feeding is fine, but NOT ANYWHERE & EVERYWHERE; In Housing Societies the RWAs should take the responsibility to designate a place outside the gates, where they can be fed so that they stay outside to eat. Otherwise they are a nuisance, biting everyone, shitting everywhere and barking the whole night. Their population is ever increasing. more
